Ms. Donovan- Palmer shared to the Board that there has been improvement, and they all have
been working closely together to make sure the systems are in place so everyone knows what
TTS
needs to be done while the staff is working, but there is still work to do. Ms. Donovan -Palmer
stated that the results are being sent to her every Wednesday, and if the levels are off they are
closing the pool till they can maintain the chemical levels.
Mr. Ben Corbet who is the consultant with Eventide stated that he too has seen a commitment
and improvement from the staff to keep the pool safe for customers. He noted that the checklists
provided for the Envision Hotel is a plan to empower the staff to manage it on their own.
Ms. Lemois, the Manager of the Envision Hotel stated that since the last meeting one of the
maintenance staff took the CPO exam and is now currently certified, and 3 more members of the
maintenance team taking the class on Saturday and Sunday. Mr. Corbet noted that having 5
members CPO certified is more than he sees throughout the State.
Ms. Donovan -Palmer explained that the Manager of the hotel has a good sense of what is
working and what isn't. If Management feels that everyone is up to speed and everyone is CPO
certified while understanding the implications and why it is important Ms. Donovan -Palmer feels
Management can make the decision as to when they would like to dial back with the consultant,
but suggest at least once a week.
Ms. Michelle Lemois feels for the next couple weeks they will continue to use the Mr. Corbet 3
times a week (Monday, Wednesday, Friday) to make sure the staff all pass their CPO exams,
and the logs are maintained correctly.
Mr. Corbet shared that significant changes have been made to the pools plumbing system, with
all automated equipment, which is new to the staff, so part of the 3 days a week will be hands on
learning, to see how it is maintained.
Ms. Donovan -Palmer explained to the Board that there was a routine compliance check to see if
any establishments sold to minors and there were two sales one at Cannon Fuels and the other
at 7-Eleven/Sunoco.
Mr. Sameh Kanan, owner of Cannon Fuels explained to the Board that there was a new
employee, and the person unfortunately wasn't trained yet. He explained that there is now a new
scanner to scan all customers ID's. This policy will not allow the employees to sell any tobacco
without scanning the ID. Mr. Kanan asked the Board to consider lifting the 7-day suspension of
tobacco products, Mr. Kanan noted that this is the first time they have sold to a minor.
Ms. Frenette explained the Board is pretty stringent on the past tobacco suspensions selling to
minors, and we have always enforced a 7-day suspension. Different decisions can open the
Board up to litigation.
Mr. Wilson made the motion to fine Canaan Fuels corporation $1000 for a first violation of
a sale of a tobacco product to a person under the age of 21 and to suspend the tobacco
product sales permit for a total of 7 business days. Seconded by Mr. Maxwell. Passed
unanimously, 3:0
Ms. Anna Dagliere, Area Leader for the 7-Eleven/Sunoco stated that they checked the footage,
and they do take full responsibility for the selling to a minor. Mr. Eric Pedro, Manager explained
to the Board that the ID scanner has now been reconfigured to 'must scan' mode, unless you get
his permission for a passport option. Now, the staff cannot sell tobacco without scanning an ID.
All staff has been re-trained on the tobacco program, including the State Law of Massachusetts.
Unfortunately, the employee who sold to a minor was terminated.
Ms. Dagliere explained that 7-Eleven does their own compliance checks internally at all the
locations throughout all 50 States. If an employee fails, they get a red card, if they pass they get
a green card, at the Mansfield location, no one has never received any red cards.
Mr. Maxwell made a motion to fine 7-Eleven corporation $1000 for a first violation of a sale
of a tobacco product to a person under the age of 21 and to suspend the tobacco product
sales permit for a total of 7 business days. Seconded by Mr. Wilson. Passed
unanimously, 3:0
There was no representation from the Dollar General, so Ms. Donovan -Palmer shared to the
Board they were delinquent in renewing their 2025 tobacco sales permit. The Health Department
did not receive the TOB permit licenses from the State, and they were not visible in the store by
January 15t. The store did cover up all the tobacco products at that point.
On January 7, 2025 the Tobacco Control Officer was doing routine tobacco checks, and found
out that there was no communication that the person attempting to buy tobacco wasn't allowed,
so Ms. Donovan -Palmer went back to the store and found out that the Dollar General did receive
their DOR Licenses on the 31" of December, and was told they could begin to sell tobacco again,
without our knowledge.
Ms. Donovan -Palmer reached out to the supervisor to clarify the situation and she explained that
she forgot to call Ms. Donovan -Palmer back. The Health Department did issue the Tobacco
permit on January 61h after Ms. Donovan -Palmer went in to check that the DOR licenses were
posted, but there were 4 days that they were selling tobacco without a permit.
Mr. Maxwell made the motion to fine the Dollar General $500.00 for violations to Article 4
Sections 1, 3, 4, and 8 to the Mansfield Board of Health Regulation Affecting Smoking and
the Sale Vending, and Distribution of Tobacco and Nicotine Delivery Products. Seconded
by Mr. Wilson. Passed unanimously, 3:0

Ms. Frenette stated we had a listening session with real life experiences back in November, with
a post survey for members who attending the meeting and members of the community. We had
21 people respond, with a majority of people stating they had a family member who uses opioids.
Ms. Donovan -Palmer explained to the board about the POP outreach program and how much
they do around opioid youth disorder. When the police are called to a scene, or there is a family
in crisis, the POP team connects them with the services they need. In addition, they offer
support groups to the families who are dealing with the disorder. There is about $150,000 yr.
goes directly to the Problem -Orientated Policing and the funds are used directly to assist in the
opioid treatment.

Ms. Frenette explained that we have teamed up with the SAFE Coalition and they are hosting a
Narcan Training at the Mansfield Public Library in February. Our Public Health Nurse is also
trained in Narcan so we are hoping we can continue with the trainings using our resources. The
Health Department is offering Narcan free. The Health Department will be ordering 12-24 doses
(2 in a package).
Ms. Donovan -Palmer stated there is about $300,000 /yr. for the next 10 years that is being
distributed but some pharmaceutical companies are still negotiating, some have paid up front, so
the money doesn't come all at once, nor do we know the exact number.
Ms. Marcia Sxymanski spoke to the Board stating that prevention long term is such an important
part of the equation with Opioid use. Trying to work with the school and grab on to the next
generation, is valuable.
Ms. Donovan -Palmer shared that the community EMS program came to the Town Hall when they
did their blood pressure clinic in December and brought a hands -only CPR training. The training
was advertised throughout the Town Hall, and we had about 12 people attend. The Community
EMS will be bringing this training to the Town Hall on the 1911, at the 31d Wednesday Health
Screening.
Ms. Frenette stated that Flu, RSV, and Covid are spiking, as well as Norovirus.
