249 Oakland Street Special Permit (issued in 2005) Modification for outstanding driveway
changes for the Arnold's Gymnastics facilityparking lot and driveway changes.
Ms. Raposa said that work had been done without approval and hoped to get the owner to come
before the Board for official approval. The 2005 special permit decision specified that any
changes required Board approval. Ms. Raposa has been in contact with the owner of the
gymnastics business for over a year and has not been successful in getting the owner to come
before the board, Ms. Raposa said the DPW had issued a curb -cut permit and was seeking to
close the permit. She asked the Board how they would like to handle this issue.
Following a brief discussion, the Board agreed to send a letter to the owner of the gymnastics
facility requesting that they apply for a modification of the special permit,
Mr. Corsillo noted that this facility is next to Cahill Landscaping who came before the board for
a site plan update based on the Board's decision. He felt that for consistency, this owner should
be kept to the same standard of adhering to the special permit decision.
996 West Street Scenic Road (stone wall demo)
Ms. Raposa met with the owners, who had agreed to meet with the Board but has not attempted
to do so, The owners are aware of the scenic road stone wall issues and have not been
responsive to a resolution,
Mr. Feck said that typically an owner would repurpose the stones by extending them into the
driveway. Ms. Raposa noted that scenic road stone walls require a special permit applicaton to
the Planning Board.
A brief discussion ensued noting that quite a bit of the stone wall had been removed. Ms.
Raposa said that the DPW is working on installing "scenic road" street sign toppers. The Board
suggested that residents on scenic roads be notified by letter, monthly newsletter, or in the
property tax bills. The Board agreed that a letter would be issued to the owner of 996 West St. to
submit a scenic road application.

Parkway/Transit Oriented Development - Planning Director Report
Mr. Feck referenced his draft letter to the design committee noting items of importance should
continue with more in-depth discussions. Mr. Penney did not feel that there was a resolution for
the bike path. The Board discussed their concerns regarding path location, safety, and that the
path be independent of the roadway. The engineering design team should address the Board's
concerns for further design reviews. Mr. Penney suggested changes to Mr. Feck's letter
reflecting a consistent roadway width and sidewalks on County Street.
Motion by Mr, Penney and seconded by Mr. McClanahan to send the letter with the changes as
discussed. Roll Call Vote

Zoning Bylaw Amendments
Ms. Raposa said she has compiled a list of ongoing zoning amendments for board discussion and
review. Most of which are housekeeping items. She is also working on two grants.
Discussions
The Gilbert Street lot owner will be conducting soil testing. They are considering working with
the Town on a friendly 40B project with 40Y-type starter homes. If the Town works with the
developer they could get more housing. A 40Y project is by right with four homes per acre.
There may be an opportunity for more housing with a 40B at this site. Ms. Raposa noted that
the ZBA is the permitting authority for 40B, and she would like the Planning Board to have input
for the site design; this could be a recommendation from the Planning Board to the ZBA.
Mr. Feck suggested future zoning change discussions for ADU and primary residence setbacks
with the potential of creating more flexibility. Mr. Cerretani expressed his opinion that the
setbacks should not be reduced. Mr. Corsillo suggested review on a case -by -case basis.
Discussion ensued on how setbacks would affect neighbors and what should be considered.
Mr. Feck asked to reach out to industrial park owners for increased development. Ms. Raposa
said she is working on a grant for next year for an economic development plan and the industrial
park would be a part of the plan. Mr. Cerretani said new technology requires vertical

warehousing for more productive production, which is economical since it requires less square
footage. The industrial park needs to be updated to allow taller buildings to accommodate new
technology.
Special Permit regarding the application of reLeaf Alternative Inc, for the renewal of an existing
special permit dated December 11, 2019, and filed with the Town Clerk on January 15, 2020,
pursuant to Bylaw Section 230-5.5 Section 230-3.41, and M, Recreational Marijuana Uses, Retail
(Brick and Mortar) for a parcel at 321 School Street, Building A. The project site is owned by
Mansfield Country Square, LLC, and is shown on Assessor's Map 012, Lot 012 in the Industrial
1 (I1) Zone.
Conor McClaughlin, Owner/Applicant was present. He stated that they are seeking to review the
already issued special permit. He said that since the business started they have seen a decrease in
business but are holding their own considering the competition. They are not making any
changes to the facility. Ms. Raposa said that all of the elements of the special permit can remain
in effect. Several of the conditions relating to the construction are no longer relevant. The
requirement for the five-year renewal is part of the zoning bylaw. There were no Board concerns
or questions.
Motion by Ms. Friedman and seconded by Mr. McClanahan to approve the special permit
extension for reLeaf Alternative Inc at 321 School Street and all conditions included in the
previously issued decision (dated December 11, 2019, which was filed with the town clerk on
January 15, 2020) are incorporated herein and continue in full force and effect.

Friedman or the Planning department with future inquiries for a written draft.
Ms. Raposa said that zoning changes would be presented at the special town meeting. She noted
the submission timeline as August for the legal ad with October 10°i and October 8°' for the
public hearing.
Ms. Raposa said the recent zoning bylaws, Article 16, 17, and 18 have been approved by the
Attorney General. Article 15 for ADUs is under further review by the Attorney General.
Ms. Raposa said she is not anticipating anything further after the initial interim compliance for
MBTA zoning, due to the recent legal decision that the guidelines need to be promulgated.

private property, not town property.
