IS E.j T S Meeting Held in Person in Meeting Room 3A/B and Virtually Using Go ToWehinar Platform Present: Michael Feck, Chair; Sharon Friedman, Clerk; Joseph Cerretani; Michael McClanahan; Sarah Raposa, Director of Planning & Development Priscilla McGill, Administrative Secretary Absent: Ralph Penney; Mark Corsillo, James Turnbull, Associate and Sreelatha Allam, Associate Mr. Feck called the meeting to order and read the introductory remarks regarding video recording. 451 Gilbert St. (Map 004/Lot 003) Land in Chapter 61 - Planning Board vote for recommendation to the Select Board whether or not to exercise the Right of First Refusal. Mr. Feck noted that this is a continuing conversation from the previous meeting. Mr. McClanahan asked what the purchase price to the Town would be. Mr. Feck replied that the owner has a pending sale agreement for $650,000. The Town owns abutting land, which is landlocked and abuts the railroad track. Currently, there is only one point of access to the parcel. Mr. Feck expressed that housing and open space in the area would be a benefit. Ms. Friedman expressed that if the Town were to buy the land, it could allow better management of what would be allowed to be built. Mr. Feck said that he is not sure the Town is in a position to purchase the land. Ms. Raposa said that the Town could work with Mansfield Housing Corporation or some other entity for development by a disposition process. If the Town were to purchase the land for housing, it wouldn't be the Town departments doing the work. Ms. Raposa noted that the Mansfield Housing Corp.'s current issue is the lack of board members. Ms. Friedman agreed that partnering with the Housing Corp. makes sense for new housing. Planning Board Meeting Minutes 01-22-25 Page 1 of 4 Ms. Raposa said there have been preliminary conversations with the buyers regarding the type of housing the Town would be looking for. The buyer had proposed a land evaluation but has not submitted anything yet. The parcel is 28 acres but only a portion of the site is sustainable for development. The Town could partner with a developer for a friendly 40b development. Mr. Feck agreed that working with a private developer for a friendly 40b development is a good option to produce more housing than the Housing Corp. He looked at the current market for house sales in the area; Sharon 6; Norton 11; N. Attleboro 10; Easton 12, and Mansfield 0. He expressed that there is a need for more housing in Town. Motion by Mr. McClanahan to reconunend the Town purchase the land. Discussion ensued. Ms. Raposa said that the developer's background is in multi -family housing and 40b development and they understand the process. The Town is over the 10% required, so there is no risk of having an unfriendly 40b project. Mr. Feck said that a project other than 40b would need to follow the Rl zoning for the site. He expressed his opinion that it would be the highest and best use of the land to work with the developer for a 40b project creating more open space with access to the conservation areas. Motion by Mr. McClanahan to withdraw his previous motion. Motion by Mr. Cerretani and seconded by Mr. McClanahan to not recommend that the Town exercise its right of first refusal for the property at Map 004 Lot 003 off Gilbert Street for the reasons as discussed.
