Mansfield School Committee Meeting
Minutes for Thursday November 19, 2024
In Person
An Open Meeting of the Mansfield School Committee was held in person on Tuesday November 19, 2024 in the
Town Hall room 2AB. The open meeting session was called to order by Chair Steve Schoonveld at 7:09 p.m.
Members Present:
Steve Schoonveld (Chair)
Jenifer Sellon (Vice Chair)
Lynn Cavicchi
Jenn Walsh
Members Absent: Vivian Webster
Administration Present:
Teresa Murphy, Superintendent
Public Speak: None
Old Business:
Consideration of the selection of a superintendent search consultant:
Chair Schoonveld provided an update on the tasks completed so far (obtaining information from consultants,
receiving initial estimates, meeting with consultants and then working to complete the proper procurement efforts
for contracts between $10,000 and $100,000. After the last meeting, Steve Schoonveld and Lynn Cavicchi worked
with the district to complete a request for quote which was sent to the three consultants who provided us with
initial estimates. The deadline to receive these quotes was Thursday at 3:00 pm. We did receive a quote from
NESDEC. After a call from Steve to MASC, they informed us that their quote stands as originally provided.
The first point of discussion was "are the two bids, MASC and NESDEC, responsive to our needs?" It was agreed
that both covered what we requested. There was a range of opinions as to whether or not there were substantive
differences between the two quotes.
The next point of review was the details of each quote. Discussion held regarding NESDEC's fixed cost amount
which included printing, travel expenses, etc. Will we need any of the services covered under those costs? From a
total cost point of view, MASC came in lower. A point was made that the committee had an opportunity to meet
the staff of NESDEC but not MASC.
Motion to hire MASC as the superintendent search consultant by Jenn Walsh / Lynn Cavicchi.
Discussion:
Jenn Sellon is torn between the two firms. MASC cheaper but NESDEC had a better presentation with more
specific offerings such as the ability for all school committee members to individually rank candidates on a 1— 5
scale allowing all committee members to have a say in the initial candidates. Jenn Walsh thought MASC could
offer something similar. Steve Schoonveld noted that MASC did not reply specifically to all of our requests in the
bid quote. Can we be sure they will meet our needs? They must do what we have on our bid proposal in order to
follow procurement laws. Lynn Cavicchi is leaning toward MASC based on prior experience. Steve noted that the
contract will have to be written in a detailed manner to ensure they will meet all of our needs. He suggested two
scenarios. First, we go to MASC and let them know they did not provide enough information but ask if they are
willing to sign a detailed contract. Second, we go with NESDEC which met our needs in their quote.
The motion was amended to hire MASC as the superintendent search consultant subject to the ability 69btaln an
appropriate contract by Jenn Walsh / Lynn Cavicchi.
Motion passes 3 —1 with Steve Schoonveld in opposition. w

The next steps needed will be: Complete a contract with MASC, meet with MASC on next steps and a timeline, vote
on a new job description, review and approve the district profile. Upcoming meeting dates and agenda items were
discussed. Steve will reach out to MASC to discuss a date and time for an initial call.
New Business:
Public use of Mansfield public schools' facilities:
Chair Schoonveld addressed a recent concern by the public that our MHS track was not open for public use. This
was a misconception as our track has been open for use. It was noted that the track is not open during school
hours or school activities (ie game or practice.) Usage information will be updated on the webpage.

Mansfield School Committee
Facilities Subcommittee
Minutes 10/11/24
A meeting of the Mansfield School Committee Facilities subcommittee was opened and called to order
at 8:06 a.m.
Attendees: Jenifer Sellon, Jenn Walsh, Matt Jacques
Minutes for 09-06-24 were approved 2 — 0.
Facilities Usage Fees
Discussion of fees, who to charge and how much for usage of all facilities, indoor and outdoor. Reviewed
local fees as well as current fees and financial impact to the in -town youth teams that most use the
facilities. Considered tiered options based on how often used, possibly giving a discount over a certain
number. The goal is to ensure that the use of our facilities by organizations that charge for their
sport/event are paying for that usage, but that it won't immediately cripple teams who aren't used to
paying.
9:01 - 9:40 evacuated by the fire alarm
Upon return, we discussed including Patti in a subsequent meeting to ensure any fee structure that we
impose doesn't make for extra administrative work to uphold. We also discussed the cost and timing of
booking Paul's Place. Matt agreed to take the task of drafting a proposal to consider at the next
meeting.
JJ Roof
Current roof has been rated as beyond repair. The damage currently impacts 3-4 classrooms when there
is rain. In March the roof was tested and the entire roof failed, therefore we cannot attempt to salvage
some of the roof as a cost saving measure; the entire roof must be replaced. We're writing a statement
of Intent to MSBA to see if we can get funding for the project. The concern about timing is that the
Robinson roof needs repairs also (but it's not currently failing). If we push off the A roof, the Robinson
roof may come up right behind it.
Water/HVAC Testing Cycles
The water in the schools is tested every other year. Last year we tested HS and Robinson, this year we're
testing J/J and QMS. We test all drinkable water (not all water in the schools is filtered, only the water
slated for drinking, like from water fountains, kitchen, fill stations). We passed last year.
HVAC filters are replaced 3 times per year: summer, winter and spring
Meeting adjourned at 10:30 a.m.
Respectfully submitted by Jenifer Sellon
