Motion to approve the September 12, 2024 meeting minutes by Melissa Almeida, seconded by Ryan Maxwell. Approved unanimously, 3-0. Ms. Blinn asked if Ms. Donovan -Palmer would give a quick summery of how Cheng Du got here. Ms. Donovan -Palmer explained that the storage of raw food next to ready to eat food has been observed at Cheng Du during the past 4 inspections (August 2023, December 2023, May 2024, September 2024). Back in August, Paul Gilpin, Regional Food Inspector, met with Mr. Flynn and they developed a risk control plan where the chef will be held accountable for that this plan stays in place. Unfortunately, when Mr. Duquette went back for a re -inspection it was still happening. Ms. Blinn asked Mr. Adam Flynn to approach the podium. Mr. Flynn shared to the Board that he was confused as to who Mr. Gilpin was, and that this plan was mandatory. Mr. Flynn explained that there are 3 different languages within the kitchen so it is a challenge between that and the 1 change. Mr. Flynn explained that within the walk-in cooler the chef doesn't realize that you can't put raw seafood over cooked chicken tenders, although they are all in air tight containers. Mr. Flynn also explained to the Board that the chicken wings are flashed fried, and then fried again before serving to the patrons. Mr. Flynn assumed that they will check all walk-in's before leaving for the night. The Board suggested using pictures to hang, which Ms. Donovan -Palmer said that is in the works with FDA money. Ms. Blinn suggested a way to help with language barriers, which is a service called Language Line to help with translation. The Town and the Board of Health has a contract with a telephonic interpretive service. Ms. Donovan -Palmer said she would follow up with Mr. Flynn on that information. Ms. Parisien shared with the Board that she has been a nurse for almost 6 years, with a background in the hospital setting, long term, and visiting nursing. Ms. Parisien has been assisting with flu -clinics, awareness around breast cancer for the month of October, ask -a -nurse, substance use taskforce, Narcan training, and assisting at the blood pressure screenings. There was some discussion about public health nursing outreach efforts within Mansfield. Ms. Ramachandrula added that she feels the 'Ask a Nurse' would be very helpful coming into the Mansfield Public Schools. The High School implemented 'Hornet Block' where the kids could use that time to schedule some time to meet with the Ms. Parisien to ask any questions they might have including but not limited to mental health. Ms. Donovan -Palmer stated that if an establishment is at a risk category 5 then there is a routine inspection every other month, then the thought of a risk category 6 wouldn't be helpful. If an establishment is at risk category 5 and there is a repeat P/Pf violation on a re -inspection then the proposal is that the Board will require the establishment to hire a food safety consultant to work with the food establishment to address all safety issues until the Board of Health feels the active managerial control is sufficient to prevent repeat violations. With this policy in place, if an establishment is at a risk category 5, they must hire a consultant with no mandatory time line, as long as the Board of Health feels the active managerial control was sufficient. Ms. Almeida made a motion to amend the Risk Category Policy for food establishments at risk category 5, and require the establishment to hire a food safety consultant. Seconded by Mr. Ryan Maxwell. They sent out their second surface water test, and it's been running well. The Dustin Prescott PFAS Treatment Facility (behind the Public Safety Building) the bids were recently opened, part of that is drilling two new wells behind it. Ms. Donovan -Palmer mentioned that the court of Attleboro is having a hearing to hold the owner, Mr. Kenneth Burke accountable for $50/day for 65 days until the repair was done. The owner asked if there could be any leniency from the Board, but it is now in the court's hands. Ms. Blinn asked about a FOG update. Ms. Donovan -Palmer shared that our new requirement for automatic indoor traps, part of the policy is if you get one after 3 months, you can come to the Board of Health and we would issue a variance for free as long as the establishment keeps track of everything.
