Ms. Blinn began summarizing the list of events that had taken place up until this hearing. Ms.
Blinn stated that the Tattoo Jar's refusal to open their front door, was a denial of an inspection
which is cause for an immediate suspension as stated under the Health Department Regulations,
Article 11, Section 2.
Ms. Samantha Allen, the permit holder and owner of the Tattoo Jar, was not in attendance.
Ms. Donovan -Palmer added that the current unlicensed practitioner did state that their Instagram
account was hacked and had left messages stating that. The Board was hoping that Mr. Joshua
Richardson would be there today to prove that.
Ms. Donovan -Palmer stated she reached out and notified the Attorney and the management of
the Tattoo Jar and the Attorney responded acknowledging they were aware of the meeting.
Ms. Blinn commented that there is no new evidence in front of them today, and asked the Board
if they would like to discuss this further, or if anyone would like to make a motion.
Motion made by Ms. Frenette to continue the suspension of the Tattoo Jar indefinitely
until the permit holder, Ms. Samantha Allen, provides sufficient evidence for the Board of
Health to determine that the Tattoo Jar's lnstagram account was not in the Tattoo Jar's
control when a post was made indicating that Mr. Joshua Richardson was soliciting new
clients without a valid practitioner license. Approved unanimously, 4-0
