Mr. Cerretani read the meeting's introductory remarks.
Ms. Ashman Collins referenced Sarah Raposa's memo suggesting the formation of
subcommittees for draft Zoning Articles, Le. the ADU bylaw update, the 40Y starter homes
district, the retail firearms zoning, and the dimensional standards compliance analysis. Mr.
Cerretani agreed that this is a good idea, and suggested that it be added to the next two agendas,
Ms. Friedman suggested that before the meeting, members should be asked to choose which of
the four items they would like to work on. Ms. Friedman reminded the Board that the
subcommittee meetings would be in addition to the already scheduled meetings, so there would
be extra time involved. A brief discussion ensued regarding meeting location options and who
would take the minutes.
Mr. Cerretani asked when the next discussion of the new TOD parkway will be. Ms. McGill said
that there is a public session scheduled for Wednesday, September 25`' at the Public Safety
Building with VHB presenting. The public session will be a scheduled posted Planning Board
meeting.

Ms. Friedman brought up the ADA forum, which occurred on June 17 at the Library and was
attended by about 25 people. A document was created listing all the public buildings and
recreational areas that need ADA updates. She said that the money for these changes will be
covered by grants.
For the previously denied application of FOD, LLC for a three (3) lot Definitive Subdivision
Plan pursuant to Mansfield Subdivision Regulations Section 3.3 Definitive Plan at 19 Knight
Way. The project site is owned by FOD, LLC, and is shown on Assessor's Map 3, Lot 51 in the
Residential 1 (R-1) zone. The Commonwealth of Massachusetts Land Court remanded to the
Planning Board to hold a new public hearing by Order of Remand dated April 9, 2024, in FOD,
LLC v. Town of Mansfield Planning Board, Civil Action No. 22 MISC 000414 (KTS).
Attorney Mark J. Lanza, Ms. Emily Miller, and Mr. Craig Cygawnoski, RIM Engineering were
present.
Mr. Cerretani explained that the four board members present met the quorum requirements, and a
unanimous vote (of the four members present) would be required for approval. Attorney Lanza
acknowledged and accepted the four -person board restrictions. He noted that they can present
and proceed with an amended application and any missing members can utilize the Mullen rule.
Attorney Lanza spoke of the revised plans being submitted due to the Planning Board's request at
the last meeting. He explained both plans as submitted. One plan showed existing conditions and
the other was a new plan, that shows a subdivision road with a compliant turnaround, not the
existing hammerhead turnaround which was an issue on the previous application. Attorney
Lanza stated that there will be no increase in development as no new lots or homes will be
constructed. The plan only calls for the creation of a roadway, Attorney Lanza acknowledged
that the Planning Board requested a reduction in waivers, and they reduced the list from twelve
to four.
Ms. Friedman read Attorney Lanza's submitted letter into the public record,
Mr. Cerretani acknowledged that they had all read the letter before the meeting. Attorney Lanza
suggested that the Board has two options. One is to approve or deny the revised plan or move it
to a firture meeting with a full board.
Mr. McClanahan asked about the details of the plans. Mr. Cygawnowski said that the green lines
are the revised cul-de-sac and that the Phase II plan would add a turning radius. He referenced a
department meeting held on 6/25/24. At the meeting, it was determined that there would be
drainage for the approved Montessori school and that the driveway for the school could be
adjusted as it is not built yet. There is no sewer on the property, but the septic has been approved
for the Montessori School and exists for the Maker Space building. There is a hydrant approved
for the school and a second hydrant may be required based on the redesign of the proposed
subdivision. The electricity may also be impacted as they may need an upgraded transformer.

Mr. Cygawnoski addressed the question of a roadway Bond noting that this road will be a private
way and therefore no bond would be required.
Ms. Ashman -Collins inquired if the existing roadway would remain or be rebuilt. Attorney
Lanza said that approval for a subdivision is an authorization to build, not a mandate. So, they
may build it and they may not. If they do build it, it will conform to the approved plan. Ms.
Ashman -Collins and Ms. Friedman agreed that there is no public benefit, but that it is being built
to create frontage. The new alternative does not solve the extension of the roadway.
Mr. Cerretani asked Ms. McGill to summarize comments from the individual departments
regarding the new drawings reviewed at the department meeting. Ms, McGill referenced the
concern of water issues and the potential need for an additional hydrant. She noted that the
people in attendance at the meeting thought the new turnaround was better than the original
hammerhead plan. Mr. Blackman had noted that the new parking lot would be at the property
line and landscape buffering should be added to delineate the lot line more clearly. Attorney
Lanza and Ms. Miller had agreed.
Mr. Cygawnoski noted that the Town Engineer had commented that if the new plan was to be
approved, additional clarification would be needed for the existing drainage, the approved
drainage for the school, and any new drainage that would be needed. The Electrical Department
had mentioned that the transformer requires a concrete pad and it would need to be noted on the
new plan. Mr. Cygawnoski said it is noted on the original Montessori school Site Plans.
Ms, Miller said that most of the questions at the department head meeting were about the details
not included in the revised submitted plans. Mr. Cerretani requested that the notes from the
department meeting be submitted to the Board for review. Town Counsel had no comments but
offered counsel as needed. The Board members agreed that the turn -around design is better than
the hammerhead design, but still does not address the issue of the 650-foot roadway extension.
There were no further Board comments or public comments.
Motion: Mr. McClanahan motioned to continue the public hearing to July 24, 2024, at 7:05 pm
and that RIM Engineering submit revised plans as discussed depicting the new roadway design
and omitting the overlay of the previous design. The motion was seconded by Ms. Friedman.
