Meeting Minutes
August 21, 2024
Meeting Held in Person in Planning Department Conference Roonr
Present: Michael Feck, Beth Aslnnan-Collins, and Joe Cerretani
Sarah Raposa, Director of Planning & Development
Group Agreed that Minutes taking would rotate and Mr. Cerretani agreed to take minutes for 1st
meeting. Furthermore, the group agreed not to appoint a Chair.
Mr. Feck started the discussion pointing out the need for more multi -family housing and the need
to look at the R2 in depth to make changes. He brought up the need to review standards that
unreasonably prohibited the feasible development of housing in the Rl allowing for the less
preferred development of schools, solar farms, and other less desirable protected uses.
Ms. Aslunan-Collins agreed but thought thatJM Goldson's Report recommendations provided
some more glaring needs towards the center of town in the R2 and suggested we focus on that
first. The group agreed and began a discussion regarding areas of the R2 that were already
seriously out of compliance and would be better suited and more compliant to the R3
dimensional standards. This would also create more opportunities for multi -family uses within
the center of town that the group recognized as appropriate and in many cases already in use,
pre-existing/non-conforming.
The group agreed that moving certain areas of the R2 to the R3 was a better idea than changing
the dimensional standards of the R2 overall. Mr. Feck (with direction from the group) drew (on
the wall zoning map) borders of proposed R3 areas near the center of town. Ms. Raposa agreed
to take a deeper dive into those areas to look at current uses and compliance to the R2/R3 and
report back to the group in the next meeting.

Ms. Aslmnan-Collins mentioned allowing duplexes in the resulting R2 within certain standards
by Special Permit. Mr. Cerretani thought that was a reasonable consideration but that we should
consider that after changes were made to the center of town. The group agreed.
Mr. Feck shared some research he did regarding the dimensional standards Mansfield currently
has in it's RI vs neighboring communities (Norton, Easton, Foxboro, North Attleboro, Sharon,
and Attleboro) and what they have in their comparable residential zones. In all cases,
Mansfield's dimensional standards are the most restrictive. His research indicated that the vast
majority of RI is built to 120' frontage and 30,000 SF lots with no lot width requirement.
Current requirement is 200' frontage and 60,000 SF lots with 200' lot width requirement at 90
degrees (+/- 20 degrees). The group agreed to review further and look into changes that would
better support housing development in the RI zone.
