Discussed some parameters that may make sense for administrative approval to help lessen the burden for applicants as well as the board/department. - MC: do we have concerns about people clearing trees to start putting in ADUs? SR: that would probably be a different bylaw, but at this size for ADUs, it's probably not a huge concern. Housing Zoning Working Group Meeting Minutes 8/14/24 Page 1 of 2 - SR to put framework together for review at next workgroup meeting, and see when there will be guidance from the Commonwealth and what that will entail 40Y - starter home district - some guidance from the state on what a starter home is - draft template from Laura Snead - we need to identify sites and how we want to do an overlay - GIS made maps showing lots 5+ or 10+ acres; SR sees these as most likely for little subdivisions - 20 developable/potentially developable parcels on 5+ acres map - 10 on 10+ acres map - starter home district allows zoning bylaw that creates individual lots through zoning rather than subdivision; at least 50% of homes must have 3+ bedrooms; at least 10% must be affordable under state guidelines; as -of -right, so no Special Permit but allows for site plan approval; 4 starter homes per acre (10k sqft lots) but can theoretically allow more - MC discussed ways to incentivize keeping existing starter homes as starter homes rather than adding onto them and making them no longer starter homes, or knocking them down and building larger homes on the lot - out of scope of current discussions but may be something to talk about eventually - meet again 8/27 @ 9am 3: .ES,OUrllllent The meeting adjourned at 9:50 am.
