she had the least amount. Ms. Doherty stated that she had not looked at representative and liaison column in
the spreadsheet and stated that she would be willing to give Waste Reduction to Ms. Bren. Ms. Bren stated
that she would really like Community Service Awards or Council on Aging (COA). Ms. Doherty stated that she

10. Discussion and Consideration for a Request for Proposal (RFP) for Town Counsel Services
Ms. Doherty stated that at the April 10th Budget Subcommittee there was discussion about looking at large
contracts. She stated that this is not a reflection that we are not happy with the service, it is that the Town
has not gone out to bid since 2009. Mr. Trowbridge stated that the Town went out for RFP and his firm was
by far the lowest back in 2016 or 2017. Mr. Trowbridge stated that he is cheaper and costs have not gone up
since that time and if we go out to bid it will be higher. Ms. Doherty stated that he has been paid $611,213.14
over the past four years. Mr. Trowbridge stated it would be helpful to have the other responses from the bid
done back in 2017 to compare before a vote is taken and he questioned whether or not the decision had
already been made. Ms. Doherty stated that she had two conversations with the Town Manager and asked
for contracts for legal counsel beforehand but did not get that level of detail. Mr. Dumas responded that her
statement was not true, he stated that Ms. Griffin responded to Ms. Doherty's request and provided all the
legal contracts that were in place and what dates were associated with them and if there was something else
needed it was not asked for. Mr. Trowbridge commented that he is looking for the RFP responses from 2017.
Ms. Doherty stated that her municipal expertise and opinion is that this should be done every three to five
years. Mr. Wilk asked if there were any other professional contracts over $100,000 that have not bid in a
while. Mr. Dumas stated that there are some that are not required to go out to bid like snow plowing. Mr.
Wilk commented that if the Town is going to go for an override then all professional needs to be strategically
looked at. Mr. Roche thought it would be good to see the information from the last RFP and agreed with
what Mr. Wilk said. Ms. Bren commented that as we look at contracts the Board also consider the timing of
the budget. Ms. Doherty commented that the Town can accept or reject any bid that is received because it is
exempt from legal procurement.
