Request for Determination of Applicability (RDA): MASSDOT/Town of Mansfield/VHB- Proposing roadway reconstruction along School Street from Spring Street to West Street with portions of work within the 100-foot buffer zone of a Bordering Vegetated Wetland and 100-foot buffer of inland bank. (Continuation 2/26/2024 Hearing) Ms. Gonyer stated that this hearing was continued from the February 26t^ Conservation Commission meeting. At that time the project was a 75% design plan. The Commission had questioned what the difference was between a 75% and 100% design and would the impervious area increase due to the installation of sidewalks and if so, how would that additional water be infiltrated back into the system and does it increase flow off site? Mr. Greelis shared updated plans and spoke about some of the major changes including: upsizing the pipe at the southern end of the project from 12" pipe to 24", new proposed manholes at each existing drainage manhole, two catch basins at each low point, several catch basins connecting from gutter inlets were shifted from outside the roadway to inside the roadway to avoid any utility conflicts, the impervious area change was to remove a proposed new sidewalk running along School Street and replacing it with a new 7- foot sidewalk down Spring Street and the last change was an additional 100 feet of water service relocation to avoid utility conflicts and proposed drainage structures. Mr. Greelis then went over the restoration of an existing swale and discussed how they wanted to remove the mucky sediment that has built up over time, re -grade the swale to its original configuration and to reestablish it with loam and seed. There will be a proposed access area to the drainage easement for future access. He then mentioned the flow Increase to the area would include 0.3 cubic ft per second in the two-year storm and 0.2 cubic ft per second in the ten-year storm. He will get Ms. Gonyer the exact Increase after the hearing so she can share with the Commission. Ms. Gonyer mentioned Mr. Alves the Town Engineer reviewed the updated plans and that the in increases were de minimis with the new the size changes and additional catch basins. She then added that it looked like an overall improvement. The Commission felt that if Mr. Alves felt comfortable that they are comfortable moving forward with the RDA. Motion: To issue a Negative Determination for Reason #3 (Proposed work will not impact the resource area to MASSDOT/Town of Mansfield/VHB for the roadway reconstruction along School Street from Spring Street to West Street with portions of work within the 100-foot buffer zone of a Bordering Vegetated Wetland and 100- foot buffer of inland bank with the following special conditions: • Erosion control to be inspected by Agent prior to the start of work • Agent must be notified when work is complete • Any additional revisions to the site plans must be submitted to the Commission Passes: 4:0 (Hedlund /Roth) 6:52pm 4. Notice of Intent (NOI): Ai, Vertical Bridge Development LLC, 300 Branch Street, Map 32 Parcel 9, proposes the construction of a telecommunications facility, associated utilities and stormwater management features within Bordering Vegetated Wetlands (BVW), Inland Bank of an Intermittent Stream, and the 100 ft buffer zone. (Continuation 2/26/2024 Hearing) Ms. Gonyer stated that after they did a review of the project, they received an email from the consultant that the original applicant would like to withdraw the NOI fully from the agenda and close the hearing out. Motion: to allow the removal of 300 Branch Street from the agenda and to close out the NOL Passes: 4:0 (Gallagher/Roth) 6:54pm 5. Request for Determination of Applicability (RDA): SFG Associates, Inc. Brad Fitzgerald, P.E., 330 Franklin Street (Map 38 Parcel 104) proposes a septic system repair, with associated site grading and disturbance within the 100-foot buffer zone of an Isolated Vegetated Wetland (IVW). Mr. Fitzgerald from SFG Associates spoke about the single-family home which currently has a failing septic system and the soil absorption system (SAS) that is currently located in the front yard now needs to be replaced. He stated it was a challenge to do the perk test in the current location. The Town Water Dept was concerned with replacing the SAS in the current location since the water service known to be located near the SAS. They suggested to have the SAS installed in the back of the house. He designed the new SAS in the back -left area of the house which will allow them to continue with a gravity fed system. Once the project is completed the area would be seeded. Ms. Gonyer noted that there are constraints closer to the system near the 25ft buffer zone and therefore erosion control would need to be tight against the system as possible. She then noted that she spoke with the Town Health Agent and that she was ok with this and that this project was permissible under the bylaw. Motion: To issue a Negative Determination for Reason #3 (Proposed work will not impact the resource area to SFG Associates, Inc. Brad Fitzgerald, P.E. for the proposed work at 330 Franklin Street (Map 38 Parcel 104) to conduct the septic system repair and replacement of the SAS, with associated site grading and disturbance within the 100-foot buffer zone of an Isolated Vegetated Wetland with the following special conditions: • Erosion control to be inspected by Agent prior to the start of work • Agent is to meet onsite with contractor to review the scope due to the close proximity to the resource area • Agent must be notified when work is complete • All disturbed areas are to be stabilize as soon as possible to avoid erosion • No synthetic fertilizers shall be applied to the newly seeded areas • An as -built shall be submitted • Any additional revisions to the site plans must be submitted to the Commission Passes: 4:0 (Roth/Gallagher) 7:01pm 6. Order of Conditions Extension Request of the Mansfield Airport Quadrant 4 (DEP File# SE 211-0929), 265 Fruit This Order was issue 2015 for the construction of several new airplane hangar buildings at the Mansfield Airport. Ms. Gonyer said that this project's Order was amended twice in 2016 and 2022 to incorporate additional hangar buildings. The Order was extended in 2018 to 2021, and from 2021 to 2024. The original scope of the project included the filling of an IVW and wetland mitigation through replication along with a full stormwater management system design. Ms. Gonyer then mentioned that she had been onsite several times, the wetland replication areas were thriving, the stormwater system is fully functional and they had requested an additional extension to finalize the newer hangars. This will be the last extension as they can only request three extension for a total of 9 years. The new expiration date of the Order will be April 2027. At that time, if they need more time, they will need to re -file for any additional work. The applicant believes the project will be fully completed well before 2027. Ms. Gonyer did not see an issue with granting another extension knowing this is the last one they can do and she would like to see a Certificate of Compliance issued when the project is over. Mr. Scott Goddard mentioned that he and Mr. Ron Nation were online to answer any questions. They also offered that the project looks good to them and that they would appreciate approval from the Commission to move forward with the extension.
