Select Board Meeting Minutes
May 8, 2024
Present: Ms. Diana L. Bren, Chair; Mr. Neil Rhein, Vice -Chair; Mr. Michael A. Trov#r. W! n Maureen
R. Doherty were present in Meeting Room 3 A/B at Town Hall. Mr. Kevin gy)nas, T6v��i*4na� r Mr.
Matt Violette, Assistant Town Manager/Finance Director were also present. Mr. Brendan Rpcl Ieirk was
not present at the start of the meeting but arrived at 6:50PM. 2�i1) ,!',!fi! —'o k 4
1. Call To Order Select Board Meeting -Pledge of Allegiance
Ms. Bren, Chair called the meeting to order at 5:37PM. She then reminded everyone that the meeting was
being broadcast live and taped for future broadcast on Mansfield Cable. She then asked Jamie Piro to come
forward and lead the group with the pledge of allegiance.
2. Recognition of Select Board Member Neil Rhein
Ms. Diana Bren began by stating that it was Mr. Rhein's last Select Board meeting and she read a poem she
wrote. Ms. Maureen Doherty thanked Mr. Rhein. Mr. Trowbridge thanked him and read a few words he
prepared. Mr. Dumas then spoke a few words for Mr. Rhein's efforts and the good work that he has given to
the Town. Mr. Sollecito, General Manager from Mansfield Municipal Electric Department came forward
thanking him for all his work and presented him with a plaque. Ms. Bren then presented Mr. Rhein with a
plaque from the Select Board.
Mr. Rhein thanked everyone for coming out tonight including his wife and his daughter Olivia and his friends
and neighbors. He stated that he felt that in recent years the Town was taken to the next level and the Board
collectively has done good work together and has many accomplishments. He further thanked previous
members of the Board Jess Aptowitz, Frank DelVecchio and Steve Schoonveld. He highlighted some of the
items like becoming a Green Community, establishment of a Town Newsletter, the Fall Festival and
Community Service Awards. He also hoped that and future Select Board members would keep an open mind
and look at the facts and do what is best for the Town of Mansfield.
Mr. Brendan Roche arrived at 6:50PM.
3. Rescind and Re -vote Trash Fee without the Creation of the Revolving Fund
Mr. Dumas began by stating that he spoke with Town Counsel about whether or not a revolving fund can be
established within the Annual Town Meeting Warrant. However, within the required time frame it would not
be possible to do it, even if a Special Town Meeting within the Annual was called. Mr. DeRensis recommends
that it be done at the Fall Town Meeting. Ms. Bren asked if the re -vote could include a commitment that the
revolving fund be created at Fall Town Meeting and Mr. Dumas responded that the Board could do that to
clearly state the Boards intent.
Motion: To approve the solid waste and recycling fee structure as presented which is revised.

Motion: To rescind the vote on May 1, 2024 of the previous solid waste and recycling fee structure.

Motion Amended: To approve the trash and recycling fee structure as presented which is revised and with
the addendum that at Special Fall Town Meeting will be a vote to establish the creation of a revolving fund.

4. Fiscal Year 2025 Budget Presentation

Mr. Vioiette and Mr. Dumas presented the Town's Fiscal Year 2025 Budget and was then followed by Mr.
Donoghue and Ms. Murphy from the Schools presenting their part of the budget. The Select Board members
then asked a few questions.
S. Discussion and Consideration of 2024 Annual Town Meeting Warrant Articles
This agenda item was is being moved to May 15, 2025.
6. Public Comments
Ms. Sandra Levine of 20 Walnut Street came forward and asked a few questions about the trash fee which
were answered by Mr. Dumas and Mr. Violette.
7. Discussion and Consideration to Appoint Kevin Dumas to the Joint Transportation Planning Group and
Josh Reinke as the Alternate
Ms. Doherty asked Mr. Dumas if he should be the alternate given how busy his schedule is however Mr.
Dumas stated that the meetings are virtual which make it very easy for him to attend.
Motion: To appoint Kevin Dumas to the Joint Transportation Planning Group and Josh Reinke as the Alternate
for the period June 1, 2024 through May 31, 2025. (Roche/Trowbridge) Passes 5:0
8. Any items not anticipated by the Chair 48 hours prior to this meeting
There were no items.
9. Adjourn
Motion: To adjourn the May 8, 2024 Select Board meeting at 6:51PM. (Doherty/Trowbridge) Passes 5:0
