If so, describe grant successes and challenges. Yes, Through the Grant program the department was able deploy additional officers on the roadways to educate the public on how to operate a motor vehicle in a safe responsible manner. By deploying the additional staffing the department was also able monitor the most dangerous intersections throughout the town and enforces traffic laws. During the grant period we faced many challenges. The first challenge was due to low traffic volume during the enforcement period. The second was staffing the grant during concerts at the Xfinity Center which is located in the Town of Mansfield. How many mobilizations did your department participate in last year? 2 Was your department able to spend its full 2014 mobilization award? No Does your department anticipate being able to spend its full award for 2015? Yes If you answered no to either of the above, please provide an explanation. Due to low staffing levels especially during holiday and summer vacation periods made it extremely difficult to fully staff all allotted enforcement blocks. The Mansfield Police Department has a policy mandated by the Chief of Police that the Xfinity Center concert details be fully staffed by public safety personnel prior to any other road details or any other details. (Including EOPPS grant overtime enforcement assignments). During the height of the concert season, the venue will stage 25-35 concerts per season and each concert will require a compliment of 25 to 40 officers, depending on the type of show and attendance. This makes manning the EOPSS enforcement details impossible at certain times, especially during July and August. Objectives- Provide you department's measurable traffic safety goals and how those goals were identified. Please identify local crash data to determine times and location where grant -funded patrols would have the greatest impact. Our first goal is to reduce the amount of injury producing collisions at specific high incident intersections, and commuter routes by 5%, especially during the grant period. We experienced a high volume of injug producingtraffic crashes at the following locations; Rte. 140 and Chauncy St., Rte. 140 and School St., Chauncy St. and Copeland Dr. The crashes tend to occur during the high volume commuter hours. In 2009-11 crash data the intersection of Rte. 140 and School St. was ranked 48th of the top 200 most dangerous intersections, with 69 crashes producing 17 injuries in the state. Rte. 140 and Chauncy St. was ranked 154fh of the top 200 with 44 crashes producing 14 injuries. Copland Dr. Chauncy St. had a total of 28 crashes with 10 of the crashes producing injuries. Our second goal is to educate the public by advising the public the dangers of Speed and Aggressive Driving, Operating Under the Influence and Distracted driving. Our third goal is to promote the use of seatbelts, and explain by using a seatbelt it will save lives. How will your department determine if they have met the goals that you expect to accomplish with this grant? Please note that you will be asked to detail the progress towards your goals in the Final Report. By reducing the number of fatal and injury producing crashes, at high incident locations throughout the Town of Mansfield. This will be determined through comparison of crash data Evaluation- Describe your grant program evaluation plan and how you will determine its success. We will evaluate our success by making comparisons of injury producing collisions at specific high incident intersections and commuter routes during the grant period and past years.
