Present: Antonia Blinn, Chair, Kasia Frenette, Melissa Almeida, Amy Donovan -Palmer Guests: Ted Monahan (Trattoria Romana) The meeting was called to order at 7:02 pm on March 14, 2024 by Antonia Blinn. There was no correspondence at this time. The motion by Ms. Frenette, seconded by Ms. Almeida to accept the consent agenda was passed unanimously, 2-0. Ms. Almeida abstained. The February 8, 2024 meeting minutes were approved with a motion by Ms. Frenette, seconded by Ms. Almeida, and passed unanimously, 3-0. Ted Monahan, the financial controller and representative for Trattoria Romana, took the podium. Ms. Blinn stated that Trattoria Romana was previously required to hire a food safety consultant by February 16 and requested an update. Mr. Monahan explained that their consultant, Maureen Lee, recently sent him a trend analysis of their progress. Mr. Monahan expressed his desire to have the consultant feedback reviewed by Mr. Donovan - Palmer to determine the success of their improvement efforts. Ms. Blinn stated that a marker of success would be an audit with very few errors and noted areas of improvement. Ms. Donovan -Palmer elaborated that displaying active managerial control is the most important aspect of food safety management, so new employees can be trained properly and existing errors can be fixed. Mr. Monahan expressed that there may have been slightly different inspection procedures used by the food safety consultant and the Mansfield inspector, which may result in a different number of violations reported. He wishes to standardize these practices. However, Ms. Donovan -Palmer emphasized that it is more important to focus on implementing systems to prevent violations rather than focusing on any differences in the exact number of violations reported. The food consultant is expected to communicate any errors found and help develop systems to address them. Mr. Monahan stated that turnover and regular restaurant responsibilities negatively impact their performance, but was assured that their improvement is clear. Further, the recent reinspection found that most previous violations had been corrected. The food safety consultant, according to Mr. Monahan, wants to ensure that Trattoria Romana and the Mansfield Board of Health have the same goals and procedures. Ms. Donovan -Palmer will contact the food safety consultant and discuss these concerns, as well as clarifying the "corrected on site" discrepancies. No motions were made. Ms. Donovan -Palmer emphasized the need for Mansfield to adopt bodywork regulations. She presented a slidedeck that defined the purpose of these regulations and expectations for the individuals/businesses involved. Ms. Donovan -Palmer stated that a public hearing would not be necessary but proposed that one may be held. Ms. Blinn expressed concern over funding and administrative support. Ms. Blinn also suggested providing a timeline and clear expectations for applicants. Both Ms. Donovan -Palmer and Ms. Blinn agreed to proceed with the public hearing but more clear expectations and administrative duties must be determined first. Since residential bodywork establishments will be discontinued under these regulations, Ms. Blinn requested more information about business license requirements. Ms. Donovan stated that she will develop a timeline for the applications and determine if bodywork establishments need a business license. (Ms. Almeida excused herself at the beginning of the conversation) Grease Trap Policy Ms. Donovan -Palmer stated that when the Mansfield DPW/Engineering Division determines that there is a problematic amount of FOG in the sewer, any connected restaurant establishments must install a grease trap within 18 months or sooner. Although these rules were already active under the current regulations, this policy would communicate the new emphasis on enforcement. Ms. Blinn stated that they did not have a quorum and the vote must be held in the next meeting. Ms. Blinn stated that the Public Health Accreditation Board requires 6 documents that demonstrate essential public health services are being offered. The state is requesting feedback on a draft of the State Health Assessment, which is now offered as a set of interactive webpages. Ms. Blinn presented the landing page of the State Health Assessment. Ms. Donovan -Palmer analyzed data from food inspections and determined the efficacy of current procedures. She identified different risk categories and tracked how many routine inspections were performed on each risk category. The percentage of reinspection decreased from FY 2020 to 2022, although there was a slight increase in FY 2023. Ms. Donovan -Palmer expressed concerns over the rate of Hot/Cold Holding and Hand Washing Sink violations, which have not adequately decreased. Ms. Donovan -Palmer is continuing this analysis for FY 2024. • Communicable disease control • Chronic disease and injury prevention • Environmental public health • Maternal, child, and family health • Access to and linkages with clinical care These topics were previously discussed in Board of Health meetings. The goal was to meet these objectives by 2027. Ms. Blinn stated that the community EMS and public health nursing services, which were contracted with the fire department, were also integrated into these foundational services. Ms. Blinn proposed a slight grammatical change to the Board of Health Education and Training goal for clarity. Ms. Frenette also added that members should save their completion certificates from the Local Public Health institute to prove that they have taken these courses. Ms. Blinn recommended that the MA Association of Health Boards (MAHB) trainings be included in the Board of Health member education. Ms. Donovan -Palmer stated that the health department must find individuals living with disabilities to participate in the Inclusive Health Coalition. Ms. Donovan -Palmer explained that the goals of this grant include improving accessibility and seeking feedback from the inclusive Health Coalition. Ms. Almeida suggested connecting with the Special Olympics and Unified program.
