He stated there also will be new lighting, fencing and netting installed as part of the project. Mr. Donoghue explained that he would like to go out to bid in by early January at the latest so that this construction can take place during the summer. Mr. Trowbridge asked how this would be funded and Mr. LaCasse responded that it will likely will be 25- 30-year borrowing. Mr, Trowbridge stated that this is paying beyond when it will need to be redone and Mr. LaCasse responded it may be necessary based on what the payments are that will work within the budget. Mr. Feely also noted the significance this has on the image of the community. Dr. Timothy Hoff of 10 North White Pine Lane stated that he was here on behalf of his 10th grader and wanted to share his support of this project. He stated that as a parent he sees all the facilities in the Hocomock League and most are only five to six years old. He further noted that last year the track team was unable to host a meet due to the condition of the track. $942,395: Mansfield High School MHS Gym Floor Replacement: Mr. Donoghue stated that the study done on the gym included the roof, however the roof can be held off for now. He the request is just for the floor that is fifty years old and cannot be sanded any more. He stated there is asbestos in the structure below which will need to be addressed as part of the replacement of the floor. Mr. Roche asked when it would be expected to do the project and Mr. Donoghue stated that they want to go to bid in January and have the work done during the summer of 2024. Ms. Friedman asked about the condition of the roof that was referenced in the study and Mr. Donoghue stated that the roof has about three to five years of life left. She commented that as a committee we need to look at some of the bigger projects and it is important to be fiscally prudent. Mr. LaCasse stated that the Capital Plan is a moving five-year plan and would expect that next week when he sends out the five year look ahead to departments that Mr. Donoghue will be adding the roof of the gym to the Schools Capital Plan. Mr. LaCasse then commented that in Mansfield the Capital plans are actually implemented unlike many communities and the job of this Committee is to vote on whether these projects are warranted and are a priority. The burden of paying for the projects is done by the Town Manager and Finance Department. Mr. Schoonveld commented that he is glad Mr. LaCasse is here because twelve years ago CIP was not getting done, Mr. Feely noted that there should be about 3 million dollars a year in free cash for projects. He added that we do not go too far out and want it manageable and sometimes we can't do every project. $3,968,800: Qualters Middle School, Boiler Replacement: Mr. Donoghue stated that the boiler replacement for Qualters was approved by MSBA Board like the High School one that was just completed. If Town Meeting approves this project there is fifty-three percent reimbursement. Mr. LaCasse added that the goal is to have the project shovel ready. He added that if grant funding becomes available they are more likely to get the grant because the project is shovel ready.
