Select Board Questions and Comments on Town Manager's Report
Mr. Dumas began his report stating that the draft of the Xifinity License will be sent tonight and it will be
considered at the April 17'h Select Board meeting. He also noted that the Town of Mansfield can not charge a
per ticket price for events like the Town of Foxborough because part of Gillette stadium is on Town land. Mr.
Dumas then provided a Fiscal Year 2025 budget update and noted that there is approximately $1.1 million
deficit. He noted there are major cost centers where the costs are dramatically increasing and they are out of
the control of the Town such as insurance and pension. He stated that trash and recycling program costs the
Town about $2.5 million today and the override that was done only covers $912,000 of that cost and therefore
a trash fee was proposed at the last Budget Subcommittee meeting, Mr. Dumas stated that he welcomes any
ideas that the Board has for closing the gap. He then shared some save the dates which were Keep Mansfield
Beautiful Annual Cleanup on April 271h, Town Meeting is May 22nd and June 22nd is Household Hazardous
Waste Day. Mr. Dumas also stated that there is information in the newsletter on the 2024-2025 cyclical
inspection program.
Mr. Rhein had no questions or comments. Mr. Trowbridge asked if residents have to let the inspectors into
their homes from the Assessor's office and Mr. Dumas responded no. Ms. Doherty stated that she was at the
budget meeting and asked what was going to happen with CIP. Mr. Dumas responded that most of those
items are on hold. The items in the enterprise accounts will continue and currently they will be moving
forward with the road bond. He stated that by the end of June he will have a better sense to know what CiP
items will be considered for fall Town Meeting. Ms. Doherty stated she was concerned about the ambulance
as that makes the Town $8,900 daily. Ms. Doherty then asked Mr. Dumas what he learned at his conference.
He stated that he felt really good about the economic development work being done in Mansfield and the
communication he has with State agencies because that does not exist in many communities. He also noted
how important it is for cities and towns to have flexible zoning and be able to move things along quickly to
help businesses, he noted the success of Walgreens here in Mansfield was due to moving quickly. Ms. Doherty
then asked about the Town and School Needs Assessment meeting and if there is a report from the Town side
like the one done for the Schools. Mr. Dumas responded that the Town does not have a binder like the schools
because a twenty-year assessment was not done and the Town just has a few items, but information will be
provided. Ms. Doherty then noted that the website looks good from the update that was done the other day

serve is rising. Ms. Bren thanked them for the work they do and if a resident needs assistance please go there
as there is no judgement. Mr. Rhein thanked them for the important work that they do and asked if they
worked with the Town social workers. Ms. Hoy responded that they do have a great relationship with the COA
and the social workers and work with many organizations in Town. They are considered an emergency food
bank and a key is given so that food can be taken to clients. Mr. Trowbridge thanked them and all the
volunteers and asked if there is a way to put something in the monthly newsletter. Ms. Doherty commented
that they do a great job and she was so impressed when she got a tour of the facility. Mr. Roche thanked
them and knows it is a lot of work, he then asked what are the barriers to the awareness, Ms. Hoy stated that
