Three items are being discussed for bylaw amendments, and are being sent to the select board for inclusion in this year's warrant and one that will be an ongoing discussion. 1. Ms. Raposa said there was a mismatch between the town Charter, the appointment practices of the Select Board and the Zoning Bylaw. The easiest thing is to make a tweak to bylaws changing terms of associate members from two years to three years as is the practice of the Select Board. Also, the Select Board standard practice is to do appointments in December for calendar year and they are going to switch to April for the calendar year as articulated by the Zoning Bylaw. Mr. List said some terms expire in December. Ms. Raposa said that Ms. Pruitt was recently reappointed for a term through April` No vote necessary on this. 2. Ms. Raposa addressed the Sign bylaw that omits B4. I 3. Ms. Raposa said there is a discussion of the sign bylaw and creating an easier relief process for signs that would not necessarily require a variance. There would be new criteria for an applicant to apply for a special permit. Mr. List asked if this would regulate content. Ms. Raposa said this is more about dimensional issues, not content. ' Ms. Raposa asked for suggestions for any good performance standards as the discussion continues over the next year. i : l Motion: To approve the minutes of December 19, 2023 By Matthew Cummings Seconded by Ryan Maxwell Vote: (Aye) 3 (Nay) (Abstain) 1 PASSED i ZBA Meeting Minutes 2/20/2024 Page 2 of 3 E Motion: To adjourn at 8:06 i By Matthew Cummings Seconded by Matt List Vote: (Aye) 4 (Nay) (Abstain) PASSED 3 The next Zoning Board of Appeals Meeting will be March 19, 2024, at 7:30 p.m. i 1 a thew Cummings, Clerk Date of Approval ,x Documents Submitted for the Meeting 9 68 Spring Street Application — Rcvd 1/22/24 Applicant Continuance Request to 2-19-24 dated 2/14/24 Meeting Minutes DRAFT of December 19, 2023 Sarah Raposa, Director of Planning and Development memo dated 2/12/2024 3 3 i }i} 3 i 3 ZBA Meeting Minutes 2/20/2024 Page 3 of 3
