Christina seconds, all in favor 6-0 3. Status on recycling by-law draft Josh handed out currentlamended by-law draft. Josh said that its just a started point and he could share it with drop box including a purpose. Josh went over the by-law and added a dictionary. Mike also thinks it needs to be a 501 C. Mike said we should use examples and refer to some state websites like Recycle MA Etc. He also thinks that the first step is to do all the residents including the condo owners and when that is done then we move on to all the businesses. If we are going to add the businesses we need to put a note that we have to look at that separately. Josh will revise with these suggestions. Mike will send Josh the solid waste to add this into the by-law. 4. Review draft of donation by-law Neil said that dumpster are not included in the donation bin by-law. Mike thinks it should be clear that it should say donation bins such as clothing and books. Neil thinks that they should have to get an annual permit and Mike think it should be a municipal exemption for the green. Any bins located at the Mansfield green wouldn't need a permit. Neil thinking a $50.001$100.00 annual fee. Mike thinks they could be a lesser fee and make them get a performance bond which would guarantee that they will take care of container if not then we would contact the insurance company. Neil thinks that it should be two bins limit on property and then a variance for additional bins. Regular emptying (cannot be stocked pile outside or overflowing). Michael said name and company should have to be on outside of bin. Neil believes it should be the building inspector who enforces this but will check with Kevin. Matt thinks that there needs to be an inspection sticker on the outside. The permit should require the property owner signature and agreement. Neil will send an update to everyone. 5. Discuss MassDEP's Greensword working group Neil attended zoom meeting. They are lot of good things happening around the community. The key is to start with the younger kids than work there way up. Matt will put it out there and updated us at the next meeting. 6. Resident comments and questions None 7. Member's comments and questions Mike- Working on premilitary plan for the landfill with CDM cost would be $6 million to redo the recycle park and 1.3 million to redo the compost area. The back section shooting range and the police training faculty about $28 million which would be underground. The closed landfill would be 3.5 million. Total estimate schematics costs approximately $40 million. Michael- BOH looking to see if the town has found a way to help resident recycle latex paints. Mike said to give them a handout to explain how to do it. Michael said that there is a program out there called recolor which collect paint. Michael will look more into this and get back to everyone. Hazardous waste day they would like to ask residents what their concern are with recycling. If you had a question you can either download a QR code or could do a paper copy that they would put on the questionnaire. 8. Items not anticipated 48 hours prior to meeting 9.
