Wednesday, December 14, 2023 Meeting
1. At 7:08 p.m., Chairperson Greg Matoian ("Chair") opened the Town of Mansfield, MA Board of
Assessors (`BOA") meeting held in the Assessor's Conference Room on the second floor of the
Town of Mansfield Town Hall.
2. A roll call revealed that the following people were in attendance:
a) Greg Matoian, Chair,
b) Dana J. St. James, Clerk, and
c) Ann MacCarthy, Chief Assessor (non -voting).
Andrew S. Bank, Member, joined the meeting in progress.
3. The BOA reviewed and approved the weekly motor vehicle abatements by unanimous vote.
4. The BOA reviewed and approved the fiscal year 2024 actual real estate tax warrant to collector
by unanimous vote.
5. The BOA reviewed and approved the fiscal year 2024 actual personal property tax warrant to
collector by unanimous vote.
6. The BOA reviewed and approved the fiscal year 2024 betterment and special assessments added
to annual tax warrant to collector by unanimous vote.
7. The BOA reviewed and approved the meeting minutes of the November 15, 2023 meeting by
majority vote.
8. Under "Old Business," the Chief Assessor informed the BOA that the plaintiff submitted
withdrawals in the following ATB cases:
a) Barrett Distribution Centers v. BOA of Mansfield ATB Docket No. F338392-19,
b) Barrett Distribution Centers v. BOA of Mansfield ATB Docket No. F339900-20,
c) Barrett Distribution Centers v. BOA of Mansfield ATB Docket No. F342899-21,
d) Barrett Distribution Centers v. BOA of Mansfield ATB Docket No. F346415-22 and
e) Barrett Distribution Centers v. BOA of Mansfield ATB Docket No. F350102-23.
9. The Chair ascertained that there was no New Business.
10. The Chair ascertained that there were no items not anticipated by the Chair 48 hours prior to this
meeting.
11. The Clerk moved that the BOA go into Executive Session called under G.L.c 30A s21 (a)(7) to
comply with G.L.e.59 Section 60 to review to the minutes of the November 15, 2023 BOA
Executive Session. The motion passed unanimously by roll call vote, and the Executive Session
commenced at 7:22 p.m.
12. At 7:45 p.m. the Chair closed the Executive Session after a unanimous BOA roll call vote to do
so and resumed the public meeting.
13. The BOA agreed that our next BOA meeting will be held on Wednesday, January 24, 2024 at 6
p.m.
14. The Chair moved that the BOA adjourn the meeting, the motion passed unanimously, and the
open meeting adjourned 7:51 p.m.
