to Approve of the Balance Sheets and Financial Reports as of
November 30, 2022, as Prepared by the Fee Accountant.
Upon Vote, the Motion passed by a Vote of 5 to 0.
The Chairman referred to Agenda Item #5 Correspondence.
The Commissioners reviewed the 9-30-2022 Unpublished Performance
Management Review (PMR) that was submitted by the Department of Housing and
Community Development.
Ms. McDougall explained that this was the annual review completed by the
Department of Housing and Community Development that evaluated various areas
of administration. Fiscal Year End 2022 was determined by the State to be an
unpublished reporting year. Ms. McDougall stated that the report results had recently
been emailed to each Commissioner but that the report was not in its entirety. Ms.
McDougall had requested the entire report from her Housing Management Specialist
for the Board to review. Ms. McDougall explained that the year-end quarterly
reporting of the Housing Authority's operating statements and Tenant's Accounts
Receivable was submitted late. The late submission caused the Housing Authority's
rating to be listed as "Operational Guidance" for the categories of Certifications and
Reporting Submissions, and Capital Spending. Also due to the late submission, the
Tenant Accounts Receivable, Adjusted Net Income, and Operating Reserves were
scored with "Corrective Action." Ms. McDougall explained that by sending in the
numbers for the fourth quarter one day late a zero was applied to all categories
where there was "Operational Guidance" and "Corrective Action." Ms. McDougall
continued stating that the Capital Spending was also scored with "Operational
Guidance" that it was due to the Housing Authority not spending more than 80% of
Formula Funding that was dispersed. Ms. McDougall explained that the timing of
the DHCD or RCAT (Regional Construction Advisory Team) capital projects were
not in her control. She said that the DHCD and RCAT both assign the architect or
engineer that designs the project specifications and there had been a paving project
that took additional time to begin. If there is a delayed start of a project, it will also
delay any billing. She added that the DHCD had informed RCAT that they would not
need to follow up with agencies this year because it was not a published year.
Mr. Kozlowski asked about the Adjusted Net Income Report. Ms. McDougall pointed
out that the reason for the Corrective Action grading was due to filing the year end
financials a day late.
The Board accepted the report.
The Chairman referred to Agenda Item #11. Questions and Comments:
Mr. Snyder asked the Board if they would support and sign a letter he would draft,
welcoming the new State Senators, and State Representatives for Mansfield. The
Board members agreed to consider it at the next Board meeting.
The Executive Director briefed the Board on the Park Street Siding project. Ms.
McDougall stated that the estimate to replace the siding was going to be in excess of
1.5 million dollars and that the state was meeting to determine how that budget
would be allocated. Ms. McDougall also brought 24/26 Bicentennial Court into the
conversation stating that the building had been partially without hot water for more
than two weeks.
Resident Linda Cornetta spoke to say that she was very upset with the lack of hot
water in her building. Ms. McDougall stated that they had been trying to determine
the cause of the problem and had not been successful to date. The Board heard Ms.
Cornetto's concerns and asked that the Executive Director keep the residents and
Board Member up to date with any new developments.
There were no further questions.
The Chairman asked for a Motion to Adjourn.
There being no further business to come before the Board, a
Motion was made by Mr. Kozlowski and seconded by Mr.
Tucker to Adjourn at 7:46 PM.
Upon Vote, the Motion passed by a Vote of 5 to 0.
Approved on February 1, 2023 - Board of Commissioners:
