BOARD OF ASSESSORS MINUTES
Wednesday, November 15, 2023 Meeting

1. At 6:35 p.m., Chairperson Greg Matoian ("Chair") opened the Town of Mansfield, MA Board of
Assessors (`BOA") meeting held in the Assessor's Conference Room on the second floor of the
Town of Mansfield Town Hall.
2. A roll call revealed that the following people were in attendance:
a) Greg Matoian, Chair,
b) Dana J. St. James, Clerk,
c) Andrew S. Bank, Member and
d) Ann MacCarthy, Chief Assessor (non -voting).
3. The BOA reviewed and approved the weekly motor vehicle abatements by unanimous vote.
4. The BOA reviewed and approved the 2023 Warrant Commitment #5 motor vehicle and trailer
excise by unanimous vote.
5. The BOA reviewed and approved the meeting minutes of the September 6, 2023 and October 4,
2023 meetings by unanimous vote.
6. The Chief Assessor informed the BOA that the plaintiffs submitted withdrawals in the following
ATB cases:
a) Reservoir Hotel Partners v. BOA of Mansfield ATB Docket No. F-345437-22, and
b) Reservoir Hotel Partners v. BOA of Mansfield ATB Docket No. F-348425-23.
7. The Chair ascertained that there was no Old Business.
8. The Chair ascertained that there was no New Business.
9. The Chair ascertained that there were no items not anticipated by the Chair 48 hours prior to this
meeting.
10. The Clerk moved that the BOA go into Executive Session called tinder G.L.c 30A s21 (a)(7) to
comply with G.L.c.59 Section 60 to review to the minutes of the August 9, 2023 BOA Executive
Session, to review open ATB cases, and to review pending exemptions under articles 17D and 41.
The motion passed unanimously by roll call vote, and the Executive Session commenced at 6:55
p.m.
11, At 7:32 p.m. the Chair closed the Executive Session after a unanimous BOA roll call vote to do
so and resumed the public meeting.
12. The BOA approved five Article 17 D abatement requests and denied one Article 41 abatement
request by unanimous vote based on the BOA review in Executive Session.
13. The BOA agreed that our next BOA meeting will be held on December 13, 2023 at 7 p.m.
14. The Chair moved that the BOA adjourn the meeting, the motion passed unanimously, and the
open meeting adjourned 7:42 p.m.
