Downtown
A. BETA Group, Inc. & TOD
McDermott informed members that the TOD Zoning Reforms had been passed at Town Meeting
on June 151h. Work would now shift towards VHB & DPW as design of the Parkway is brought
into focus.
B. Downtown Grants and Business Assistance
McDermott informed members that Sen. Feeney successfully inserted a $50,000 allocation
supporting this project in the Senate's proposed FY24 State Budget. Given its presence in both
House and Senate proposals, the allocation was considered secure.'
McDermott also shared the latest copy of the program's draft application form, with a map of
the program's proposed boundaries attached. While two items were awaiting review from Town
Counsel, he explained that he hoped to get a vote preliminarily finalizing this form and program
from the IDC before seeking a vote of support from the Select Board on 7/19. Members
discussed the boundaries and asked if they could be expanded to encompass more businesses.
McDermott replied that the enabling legislation specified that this would be a "Downtown" Sign
& Fasade Program but that he would discuss extending the boundaries with the Town Manager.
Motion: To approve this application pending any edits from Town Counsel or amendments
made in conjunction with the Town Manager. (Jones/Shriver)

Downtown Grants and Business Assistance
McDermott informed members that he had reviewed their recommendations regarding the project
area's boundaries with the Town Manager. They found that the scope of the project was moving beyond
the purpose of the funding as described in the earmark awarded them, in part due to the extensive
territory encompassed in the Downtown Parking Plan's map.
For that reason, they had worked to develop a description of the Downtown that better served the
purpose of this program. They had settled on the following:
• Beginning at the intersection of South Main Street and Webb Place;
• Extending North along South Main Street to North Main Street;
• Following North Main Street to the intersection with Kingman Avenue;
• Incorporating Crocker Street;
• Incorporating Thomas Street and Old Colony Road, extending northwest from the intersection of
Old Colony Road and North Main Street;
• The small length of Cottage Street between its intersections with Old Colony Road and North
Main Street.
• And Chauncy Street running east from North Common to its intersection with Newton Street.
The recapture language had also been removed as it would require additional approvals and did not
substantially impact the purpose of this program. Should the Pilot prove successful and Town funds be
sought to continue it in future fiscal years, that language would be reinserted and the necessary
approvals sought.

VHB, Inc. and Parkway Design
McDermott updated members regarding VHB's ongoing Parkway design work.
Pilot Sign & Facade Program
McDermott had been in contact with the Town's State House Delegation who informed him that he
should receive instructions from the Governor's office regarding how to draw down funds allocated for
the Sign and Facade Program. Unfortunately, they also anticipated that distribution of those funds could
take up to three months once the Town complied. Roll out of the program would therefore be placed on
hold until this funding was secured.
Fall Festival
McDermott informed members that the annual Fall Festival at Fulton's Pond was scheduled for
Saturday, 9/30, from 12:00 to 7:00. BayCoast Bank and Bluestone Bank had both renewed their
sponsorships from the previous year and the Town to that point had raised $28,500 to support the
event.

them in regards to a wayfinding project that was being discussed relative to the Cabot Park.

would be reaching out to him.
