Discussion and Consideration to Support the Bylaw to Govern Operation of Donation Bins submitted by the Waste Reduction and Recycling Committee Mr. Rhein began the discussion that in the past the Town has had challenges with donation bins becoming a place for illegally dumping and the Town has no means of addressing it. He stated that the Waste Reduction and Recycling Committee is intending to create a process by requiring a permit and then establish fines if the bins are not kept clean and serviced properly. He stated that the ones at Mansfield Green are exempt because they are in a confined space, The hope is that this will prevent future problems and the committee used a policy from another community when drafting this document. He stated that this will be sent to legal counsel if the Board supports this bylaw and then there would be a public hearing and then ultimately go on the warrant for Spring Town Meeting. Mr. Trowbridge thought the surety of $2,000 for the bin was a high amount and wanted to know what that would cost a business. Mr. Rhein stated that the amount was recommended by Mr. Ahern and it would be the organization paying for the bond not the local small business that puts them on their property. Mr. Roche asked if this is specifically for bins outdoors and Mr. Rhein responded it is for outdoor only. Ms. Doherty asked if this would affect the ones at the schools and Mr. Rhein believed it would. Motion: To support the Bylaw to Govern Operation of Donation Bins. (Roche/Doherty) Passes 5:0 8. He further explained that the current budget does not cover the real cost. He stated that residents like the current system, but it's the third rail of politics and that Mansfield is the only town without a sperate trash fee. Mr. Dumas commented that it costs about $2.2 million for the whole program and the override was $900,000 back in 1999, Mr. Rhein said that one operation could be a pay as you throw which is a per bag cost and this is the fairest way to spread the cost. 9. Discussion and Consideration to Support the Replacement of the Massachusetts State Flag and Seal Ms. Bren stated that at the last meeting she did not open the item up for discussion and so it was added to this week's agenda. Ms. Bren asked if anyone was interested and there was no reply.
