Hi all,
I realized the attached report actually has to be signed by Kevin (it has to be signed by the Chief Executive
Officer of the Town). Nancy, can you please bring this to Kevin's attention tomorrow morning for his
signature?
Thank you so muchl

Green Community Information
Municipality: Mansfield
Baseline Fiscal Year: 2021
Criterion 1: As -of -Right Siting
Criterion 1 is met by a municipality passing zoning in designated locations for the as -of -right siting of renewable or alternative energy generating
facilities, research and development facilities, or manufacturing facilities.
Type of as -of -right siting approval received: Research & Development, Manufacturing
Have any significant changes been made to the zoning district(s) for which the community received Green
Communities designation? No
Criterion 2: Expedited Permitting
Criterion 2 is met by a municipality adopting an expedited permitting process of one year at most under which facilities interested in locating
their facility in a designated renewable zone maybe sited within the municipality.
Type of expedited permitting approval received: Local
Clean Energy Project Permitting
This table shows any changes made in FY2023 to clean energy projects on record that have been accepted for approval under the zoning for .
which the community received Green Community Designation.

Criterion 3: Energy Use Baseline & Energy Use Reduction Plan
To demonstrate compliance with Criterion 3, municipalities must:
. Establish an energy use baseline inventoryfar municipal buildings and facilities (which can Include schools, water, wastewater treatment plants and
pumping stations, and open space), street and traffic lighting, and vehicles; and
. Adopt an Energy Reduction Plan (ERP) demonstrating a reduction of 20 percent of energy use after five years of Implementation.

fop 5 Buildings per Energy Use Intensity (EUI)
'nergy Use Intensity (EUI) Is calculated by dividing the total energy consumed by the building in a year by the building's square footage. EUI Is a
neasure of a building's energy efficiency - like miles per gallon for cars - and can be a good Indicator of buildings needing efficiency upgrades.

Energy Narrative:
Mansfield's total annual energy consumption has decreased 14% since their baseline year. Building consumption has
decreased 4% and vehicle consumption has decreased 77%. There were two building stock changes to public works
facilities: new buildings were constructed at Cate Springs Well #1 and Robert F Walsh Well #11. Since these facilities are
categorized as water/sewer and not as buildings there are no square footage assignments to these buildings, so the
building stock calculator was not completed. These changes may potentially increase the Town's overall energy
consumption, however. The top 3 energy using buildings are Gilbert Street Substation (3,734 kBtu/ft2 - however I think
this is an error and should be investigated), Brine Building (211 kBtu/ft2) and Water Division Treatment Facility (178
kBtu/ft2). These buildings all have energy intensive uses (i.e. water treatment and processing facilities). The overall
largest energy consuming buildings (not accounting for size) are school buildings, which are the target of ongoing
energy efficiency measures.
Criterion 4: Fuel Efficient Vehicles
Ieet Changes for FY2023
.riterion 4 requires all departments within a Green Community to purchase fuel -efficient vehicles for municipal use, whenever such vehicles are
ommercially available and practicable,

Has the municipality transferred any vehicles from one department to another? No
5: Stretch Code Adoption
5 requires that municipalities minimize the life -cycle cost of all newly constructed homes and buildings. DOER recommends communities
this by adopting the Stretch Code (225 CMR 22 and 23).
Stretch Code still in effect? Yes
Has the community adopted the Specialized Opt -in Stretch Code? No
How many occupancy permits were issued for new commercial construction over 100,000 sq.ft.? 0
Code Narrative:
Builders have noted the new stretch code is more difficult to meet, but new residential construction is meeting the new
code.
Other Notes
Measures Narrative:
A new solar panel warehouse moved into an existing warehouse in the Town's renewable energy siting district in FY22
(Greentech Renewabies at 600 West St); however, because the warehouse was already existing it did not require a
permit, but the warehouse was not previously used for renewable energy generation -related activities, The school
district has installed energy efficiency measures outside of Green Communities Funding. Since energy savings estimates
are not available for these projects they could not be entered in the ECM table. The High School boiler and domestic hot
water heater were replaced and LED lighting upgrades were completed at Jordan/Jackson Elementary School and
Mansfield High School. The Town estimates these measures together will save around $10,000 in annual electric costs
and $50,000 in natural gas costs, but these are just estimates and savings will be monitored as the new systems are
used.
Renewable Energy Narrative:
utility providing electricity to the town (Mansfield Municipal Electric Dept) sources 53.3% of its energy from
renewable sources, however, it is unclear the percentage of the Town's actual energy consumption is actually provided
through these renewable sources (REC's purchsed through customer funded "Go REO" program).
The report must be signed by the community's Chief Executive Officer. The Chief Executive Officer Is defined as the manager in any city having a
manager and In any town having a city form of government; the mayor In any other city, and the board of selectmen in any other town
unless some other officer or body is designated to perform the functions of a chief executive officer under the provisions of a local charter or
laws having the force of a charter. Any signatures of designees will be considered an attestation that the signatory has been designated the
designee by the municipality,
