Wednesday, September 6, 2023 Meeting
1. At 6:34 p.m., Chairperson Greg Matoian ("Chair") opened the Town of Mansfield, MA Board of
Assessors ("BOA") meeting held in the Assessor's Office conference room on the second floor of
the Town of Mansfield Town Hall.
2. A roll call revealed that the following people were in attendance:
a) Greg Matoian, Chair,
b) Dana J. St. James, Clerk and
c) Ann MacCarthy, Chief Assessor (non -voting)
Andrew S. Bank, Member, joined the meeting in progress at approximately 6:45 p.m.
3. The BOA reviewed, revised and approved the minutes of the August 9, 2023 BOA meeting by
unanimous vote.
4. The BOA reviewed and approved the weekly motor vehicle abatements by unanimous vote.
5. The BOA reviewed and approved the exemption spreadsheet -new exemptions submitted by
unanimous vote.
6. As Old Business the Chair reported on further research he conducted regarding a parcel located
on map 18, Parcel 075 ("Parcel 075") discussed at the BOA's previous meeting (see minutes for
the August 9, 2023 BOA meeting). The Chair needs to conduct further research on Parcel 075
and will update the BOA at a future meeting.
7. As New Business, the BOA reviewed drafts of the Fiscal Year 2024 tax classification
Presentation prepared by the Chief Assessor which will be delivered to the Select Board on
October 18, 2023.
8. The BOA discussed the following item not anticipated by the Chair 48 hours prior to this
meeting: By letter dated September 5, 2023 to the ATB on which James Sullivan, Counsel to the
BOA was copied, Attorney Mark F. Murphy withdrew, on behalf of SCG 145 Plymouth Street
LLC, the following 4 cases with no abatement: Docket Nos. F339955-20, F339956-20, F342547-
21 and F342548-21.
9. The BOA agreed that our next BOA meeting will be held on October 4, 2023 at 6:30 p.m.
10. The Chair moved that the BOA adjourn the meeting, the motion passed unanimously, and the
meeting adjourned at 7:42 p.m.
