Mr. Annino talked about how the MBC is in charge of municipal projects and that they just finished the Police, Fire and DPW buildings. He then mentioned that the MBC basically oversees these types of projects from project development, schematic design and design development through construction. Depending on the projects, they meet every couple of weeks, or once a month to every couple of months. MBC interview: Ms. Doherty stated that they would be interviewing Ms. Carol Terry for the four-year position that was vacated by her. Ms. Terry's answers: 1. Can you tell us a little about your background (Education/work/experience)? Ms. Terry said she moved to Mansfield about 30 years ago. She's married and has two adult boys that are 21 and 24 years old. She works at Harvard Medical School and has been there for 30 years. 2. How have you been an active part of the Mansfield Community? If not, what motivated you to become more active? Ms. Terry said she has not been on any other boards but she is a member of the Elks. She participates on Mansfield Clean Up day sponsored by the Keep Mansfield Beautiful Committee. She has been to some Town Meetings. She saw this opening and heard about it from Ms. Doherty and it's something that interested her as it has to do with: construction which is an interest of hers in general. Right now, she has more time in her life and she felt it was time to give back to the community. Mansfield is a good Town and she wants to see it move forward. 3. What about this B/C/C made you interested to serve on it? Ms. Terry said that Mr. Annino mentioned the Public Safety Building and she did follow that since her husband is the Deputy Fire Chief and she thought it went very well, it looks great and that project motivated her to be interested in MBC. 4. What skills or experiences make you a strong candidate for this B/C/C? Ms. Terry said that she's been in the field for 30 years and that she has a degree in engineering. She started out at the bottom, did drawings in CAD, did estimating, procurement, and space planning. Now she's in charge of controls, contracting and making sure the process goes smoothly and that it gets done. She also checks on budgets and risks. She felt that she has experience to offer. 5. Depending on the B/C/C/ you may be required to make decisions in situations involving family/friends/neighbors. Do you forsee any situations where those interests or beliefs could influence your decision and how would you handle it? Ms. Terry stated that she is a rule follower so she could definitely see herself making the right decisions in these types of situations. 6. Do you have any questions for us or the B/C/C Chair? Ms. Terry asked what the upcoming projects possibly be? Mr. Annino mentioned that the upcoming project would be the Senior Center/Community Center for all. They are currently in schematic design with the architects. The next step is to get funding. Mr. Annino then reiterated that they are flexible regarding meetings it really depends on the phase of the project that they are in. In the beginning stages you can be as involved as you want. Mr. Ahern is the project manager for the Town which takes a lot of pressure off of us and he keeps the project on track. Mr. Ahern will manage the day to day and report back to us. The other thing he wanted to stress was that we always strive to make the bigger larger architects understand that this is our Town and our project not their project. It also helps if you review documents and review them for any errors so there is some homework involved. He mentioned they typically meet on Mondays or Tuesdays. Ms. Doherty added that she felt the Building Committee to be very receptive to everybody's opinion. Mr. Annino is our resident architect and he picked all of our colors and plants. Mr. Annino stated that there was about 150 years of experience the board if you add everyone's experience together and now a little less now that Ms. Doherty is gone. He then thanked Ms. Terry for her interest. MBC/COA Interviews: Ms. Doherty stated that they would be interviewing Mr. Michael Healey and Mr. Charles Mulcahy for the MBC COA spot. 1 Can you tell us a little about your background (Education/work/experience)? Answer -Mr. Charles Mulcahy: He was a graduate of Wellesley High School, Boston University, and Suffolk University Law School. He was an instructor with the Mass Bar Association on insurance/general litigation and he stated he's a past member of the American Arbitration Association. Answer -Mr. Healey: He went to Xavarian High School, he did two years of college and then he joined the work force. He then said his whole work experience is in super markets. He managed them from the smallest to the largest, he managed multiple stores for 37 years then he went into the maintenance of super markets for Stop and Shop and eventually became the director of outsource. He managed the 800 supermarkets down the East Coast. He then said he's been retired the last four years. 2 How have you been an active part of the Mansfield Community? If not, what motivated you to become more active? Answer -Mr. Healey: He said he's been on committees since the 80's. Currently he's on the Board of Health for 17 years, the Keep Mansfield Beautiful Committee since he retired and he really loves what they do with the Town and the people on the Committee. He's on the Non - Profit Gift Fund Committee, Waste/Trash Committee as a representative from the Board of Health. He's on the Triad Committee for the COA to work on senior safety and the MCAC — Mansfield Cable Access Corporation. Answer -Mr. Mulcahy: He started many years ago with the local growth study committee which was the precursor to the what is known as the Master Plan. He was then appointed to the Planning Board, served on the Capitol Improvements Committee, elected Town Moderator (ten years), appointed Town Attorney (seven years). He's a member of the Lions Club, became the President, became the zone chairman, received the Melvin Jones Fellowship, the highest award in community service for the work he did and other Lions men did over the years. We did all the projects for Fulton's Pond before Ted Robinson took over and made sure it looked like a beautiful place. They did the signs in front of the old Police Bui►ding and Town Hall. He was involved with the Lions Eye Sight, Helen Keller said the "Lions Club were the knights of the blind". He's now a life member and past ruler and he's still working on the committees. The major committee he's dealing with right now is dealing with all the seniors: the Senior Breakfast, the Senior Christmas Party, he also makes sure all the seniors are aware of these events. The Elks have now started a breakfast the first Sunday of every month. During lent they have fish fries on Fridays. He's in TriAd and at the COA five days a week, it's been a lifesaver since his wife passed away. Today he was in an exercise class with over 30 people and the room is not big enough. 3 What about this B/C/C made you interested to serve on it? Answer -Mr. Mulcahy: said there were a number of reasons. He mentioned that his wife was handicapped and he had been complaining about the inadequate handicap parking at the COA/Library. When he was Town Moderator the MBC would come to the Town Meeting and get shot down every year. He got together with the Library Trustees, the MBC and the COA to work on this. Another reason is that there is no privacy for the social workers to deal with private matters, There's not enough room to accommodate the activities they do too. Finally, there is no storage. Answer -Mr. Healey: stated that his background is in food and food equipment. His interest lies in what they are able to provide to the seniors to make sure its delicious, available, fresh and the equipment that's chosen to be used and how it flows as he's operated many kitchens before. He wants to also make sure it's safe and that they follow the Board of Health protocol. 4 Depending on the B/C/C/ you may be required to make decisions in situations Involving family/friends/neighbors. Do you forsee any situations where those interests or beliefs could influence your decision and how would you handle it? Answer -Mr. Healey: stated that he does not have any issues with this. He's on the Board of Health and he deals with pretty interesting stuff every day. The rules and regulations are right there and he knows how important they are and he makes sure they are followed. Keeping people safe is paramount to him. Answer- Mr. Mulcahy: stated he was the Town Moderator and Town Counsel and there were many times that he had to make sensitive decisions that affected people and he would never compromise his integrity, morals or ethics. Mr. Roche noted that the skills/experiences question was skipped and he and Ms. Doherty agreed that each candidate had already answered this in previous answers. Do you have any questions for us or the B/C/C Chair? Answer- Mr. Mulcahy: stated that he was confident that the MBC will put up a nice Senior/intercommunity facility that we will be proud of in the Town of Mansfield. He also mentioned how well the past Public Safety building turned out so he is confident that it will be that way for this project too. Answer -Mr. Healey: questioned the timing of the Senior/Intercommunity facility project and that it will most likely go on for a number of years before it first gets approved and how long would this position that they are interviewing for go on for. Ms. Doherty said that the COA MBC representative would stay on for the duration of the project. Mr. Annino stated that it could be 3-4 years by the time it's built. Mr. Healey then said that he was real interested in how they were going to incorporate access to the pond in the back as it's a beautiful area. He saw the presentation at the Select Board meeting but he couldn't envision it. Mr. Annino stated that they would need to work with the conservation and planning board to see what could be used and cleared away. Ms. Doherty asked Mr. Annino when the next meeting would be at the COA regarding this and he stated that is would be October 18th at 11am and the Architect will be there. Ms. Doherty stated that the new COA MBC representative will be announced at the next Select Board meeting on September 20th and that it is going to be a very hard choice as they are both great candidates. Mr. Roche and Ms. Doherty both thanked them both for interviewing. • Other items not known 48 hours in advance of the meeting There were no items.
