6. Town Manager's Report
Mr. Dumas mentioned that the Assistant town Manager would be taking over in a few minutes as he
needed to step out to meet at the Town Clerk's office for an issue with Legal Counsel.
Annual Town Meeting and Budget Process:
Mr. Dumas talked about the Annual Town Meeting that was held last week on June 15th. He mentioned it
was going to be difficult to pass the budget because the ARPA money had ended but they started the
budget process very early last August, 2022. They had over 17 budget meetings that highlighted every step
of the process to help balance the fiscal 2024 budget. He appreciated the time the Select Board, the School
Committee and the Finance Committee gave to that process which fostered a balance budget. He also
commended all of the departments that worked closely with Mr. LaCasse, his Town Managers Office, the
Superintendent's Office, and the Town Clerks Office.
Community Outreach: MHS (Mansfield High School) Students -Civics Research Projects:
Mr. Dumas then spoke about community outreach and the five MHS Junior Students came to visit to talk
about their Civics research projects which were "Ranked Voting' and "Electric Charging Stations". The
wonderful discussions were held right there at Town Hall in room 3 A/B.
Blue Apple Bus Update:
Mr. Dumas stated the Blue Apple Bus had been very successful since the start of their service late last
year. The State provided 80% subsidy funding which helped reduce the amount of vehicles to Logan
Airport and in turn reduces the amount of carbon admissions on the highway. They are interested in
getting a letter of support from the Select Board on their new endeavor to secure additional state funds to
subsidize their funds for the Blue Apple Bus until it reaches it's amount of money for them to become
more profitable. Mr. Dumas then offered to draft the letter for the Board if they agreed.
QMS (Qualters Middle School) Boiler and Hot Water System Replacement Project Update:
Mr. Dumas mentioned that this project just started based upon the schematic plans that were approved
last Fall and due to the complexity of the project, they realized they will need additional funding. The
School Department will temporally fund out of their FY24 budget $179, 675. The Schools will be turning
over a half a million dollars now and will need some assistance from Free Cash in the Fall. He then pointed
out that due to the size of the boiler system, the pieces would need to be bought in and then assembled in
the building. The price originally estimated at $1.5 million is now closer to $4 million was not anticipated.
Committee Updates:
Mr. Dumas then noted that the 250th Committee will meet tonight to continue their efforts, and the
DE&I Committee will meet on Monday, June 26th to resume their work.
Downtown Committee, Traffic Box Wrapping Project:
Mr. Dumas noted this was item #9 on the agenda, the Committee is really excited as this is the first
application for the traffic box wrapping. There is patriot image the Committee would like to use and was
shown in the Board's packets, and shared on the screen.
The Municipal Building Committee, 50 West Street:
Mr. Dumas stated the MBC met last night and the design is fifty percent complete and Mr. Ahern said the
Committee voted unanimously to support this. The Committee has also asked to come before the Select
Board for the July 19th meeting.
The Balcom Street Bridge Project:
Select Board Meeting Minutes
June 21, 2023
Mr. Dumas referred to the construction of temporary and permanent easements listed in Article 23 from
last years Special Town Meeting in order to facilitate a new bridge. Mr. Reinke, DPW Director has been
working with Town Counsel. The State needs a vote today which simply affirms the vote that was taken
from Special Town Meeting in December. Mr. Dumas then asked for these votes as part of other items not
known at the end of the agenda.
Select Board Questions and Comments on Town Manager's Report
Ms. Doherty asked regarding QMS was the MSBCA ok with the $4 million project increase. Mr. Dumas
stated they are still at the infancy of the project and will meet with the OPM and with the architect and
through the series of meetings with them they will approve the project based upon the estimates and will
be involved at every step of the way. Ms. Doherty then stated that one of the things that concerned her
during the Town Meeting was that there were several residents that had difficulty. To the left of her was an
Asian Couple and it was their first time at Town Meeting and English was not their native language. They
seemed to struggle and there were very kind people around them that tried to help. There was another
resident Mr. Shaw that had trouble hearing and one of our Planning Board Members Ms. Friedman was kind
to help him. Ms. Doherty asked if the DE&I Committee could help. She stated that she felt bad for them that
they were not treated with respect.
Mr. Rhein agreed that a little more patience is needed at Town Meeting. He also gave the Town kudos for
the meeting, and acknowledged the new Moderator has a learning curve. As far as the Town Finances,
another Town had to have an override on their budget and it failed and they are having layoffs and he
appreciated the fact that we are not doing something that drastic. Mr. Rhein noted that he also supported
the letter of support for the Blue Apple Bus. He then asked about studies for the QMS Boiler project and
Mr. Dumas stated that this was a process. You are invited into feasibility and it's the beginning steps of that.
The first schematic design got them to the first level of the project and through that process it was
determined that this is going to be much more complicated the way that the school was constructed. Mr.
Rhein asked where the money was coming from and Mr. Dumas responded that he was hoping from us and
they are hoping to get through this heating system with the current system as long as they can and there is
a total of eight of them to replace. There are also expensive roofs to be replaced too. Mr. Rhein asked if the
cost was eligible for a Green Communities Grant and Mr. Dumas said it maybe. They have a specific energy
reduction plan and there may be other opportunities we can apply for annually. He also mentioned that
the project will be covered 52.9%for reimbursement.
Mr. Trowbridge thought the budget process went very smooth this year. The Blue Apple Bus has been very
well supported and received by the Town and then asked Mr. Dumas if he felt comfortable with what he's
seen with the company and Mr. Dumas said he did feel comfortable.
Ms. Doherty then asked where people park overnight if they want to take the Blue Apple Bus. Mr. Dumas
said if you go onto the Blue Apple Bus site, it gives all the explanations regarding the parking.
Mr. Roche came into the meeting virtually at 6:09pm.
Mr. Roche wanted to thank Blue Apple Bus for getting him to the airport for the trip that he is on now and
that he is in support of the letter for them.
Ms. Bren thanked everyone for their effort on the Town Meeting and also mentioned that our Town Clerk,
Marianne Staples was recognized for 25 years of service and congratulated her. In terms of ideas for future
Town Meetings on how have more patience, she would like to add that as a future agenda item.

him and that he loves living here and that the peace here is phenomenal. He then talked about a story of his
past where he was not treated fairly by Police as a youth. He met Chief Sellon years later and stated that he is a
good man and that he made him feel comfortable in his presence and that what is happening to him is not right
and he should be reinstated as Chief of Police as he thinks he's amazing,
Ms. Dana Hourigan 15 Evens Circle, Mansfield, MA read her letter for the members of the Select Board and the

there were 45 members that showed up from the COA in support of the new 50 West Street building which
was great as there were normally an average of only three people. This was wonderful and uplifting and they

12. Resident Questions and Comments
Mr. Scott Weiner, 22 Fieldstone Drive, Mansfield, MA: stated he loves the Town Meeting, loves the Town
Meeting questions and asked if there was a way to get more of them in as he feels like that's where people
learn the most. He thought one thing that would help is to set the expectations up front with people, what are
we there for and what the expectation is and that they are all here to learn from each other.
He then spoke about Chief Sellon and added that he is an incredible intellect and he was impressed regarding
how he can see the big picture in the few interactions he had with him. He stated that he himself is an
executive coach and he does not see that a lot. The bottom line is that he feels like a mistake was made and
that the way it's been handled has not been good for the Town. Either put him back in office or be very clear as
to why we can't as two years has been too long. Then he thanked the Select Board.
Mr. Mark Corsiilo, 1604 West Street, Mansfield, MA: stated he wanted to comment on the topic that everyone
else is talking about because a lot is not being said. The fact of the matter is that there is a ton that we don't
know and can't know regarding the Police Chief because it's and Human Resource matter. The obligatory
silence by the Select Board and the Town Manager are not an effort to avoid transparency they are necessary
to avoid opening themselves and the Town to further lawsuits. There is a judge's order that was mentioned
previously by the Select Board and those who have spoken in support of the Police Chief are speaking based
upon information from just one side. While no one likes to see their heron reputation tarnished there are other
people in this situation to be considered as well. What matters is the fact that multiple employees did
experience bad behavior and it's enough to justify the involvement of the Town Managers office. Additionally,
there is the irrefutable video of Chief Sellon making threats against a member of the Select Board and their
family and felt that the neighbors who captured this video may not feel safe as well. We need to trust our
Town's leadership that they need to do what they need to do behind closed doors. Then he thanked them.

knows who they are. Mr. Trowbridge reminded Mr. Rhein that the Town Moderator is an elected official so
perhaps people can write him to pass on suggestions.
Ms. Doherty stated that she gave the Town Moderator some friendly feedback. Mr. Penesis mentioned to
her that is was hard for him to hear from the back of the Auditorium and there was a lot of confusion. She
then stated that she loves the questions and this form of government where people can get up and speak.
Mr. Roache thanked everyone for turning out for Town Meeting and participating. He spoke to the
Moderator and he's open to feedback.
Select Board Meeting Minutes
June 21, 2023
