RTN 4-28609 and 4-16123
Ladies & Gentlemen:
A release of oil and/or hazardous materials has occurred at this location, which is a disposal
site as defined by M.G.L. c, 21E, S.2 and the Massachusetts Contingency Plan, 310 CMR
40.0000, To evaluate the release, a Phase I Initial Site Investigation was performed
pursuant to 310 CMR 40.0480. As a result of this investigation, the site has been classified
as Tier II pursuant to 310 CMR 40,0500. On February 1, 2022, the Town of Mansfield filed
a Tier II Classification Submittal with the Department of Environmental Protection
(MassDEP), A revised Tier II Classification was submitted to the MassDEP on April 20, 2023
to link Release Tracking Numbers (RTNs) 4-28609 to 4-16123, which is the former release
at the subject property associated with an Activity and Use Limitation (AUL). The Tier II
Classification Submittal and the disposal site file can be reviewed at the MassDEP website

Pursuant to Section 40.1403(3)(e) of the MCP, the following is a copy of the Summary of
Findings and Statement of Conclusions section from the above -referenced Phase I Report:
An MCP Phase I Initial Site Investigation and Tier Classification, and Phase II Conceptual
Scope of Work has been prepared for the MCP site listed under RTN 4-28609 associated
with the Mansfield Municipal Electrical Department Yard site that is located at parcel ID 021-
137 in Mansfield, Massachusetts.
Our study included a subsurface exploration program, headspace screening of soil samples,
laboratory testing of select soil and groundwater samples, and a review of site history.
The MCP assessment was conducted in accordance with the Massachusetts Oil and
Hazardous Materials Release Prevention and Response Act (MGL Chapter 21E) and in
accordance with the Massachusetts Contingency Plan (MCP) (310 CMR 40.0000).
Laboratory analysis of soil samples identified concentrations of lead, arsenic, and barium in
excess of applicable MCP RCS-1 Reportable Concentrations.
Laboratory analysis of groundwater samples did not identify the concentrations of dissolved
lead, dissolved arsenic, and dissolved barium in excess of their applicable MCP RCGW-2
Reportable Concentration and also below the applicable Method 1 GW-2 standards.

The presence of the contaminants of concern is considered to be attributable to the historic
filling. The full extent of the release conditions will be defined as part of the Phase If Scope
of Work.
In summary, based on the current laboratory testing, the releases associated with the RTNs
4-28609 and 4-16123 site are not considered likely to affect drinking water or surface water
at or in the vicinity of the MCP site. The site is currently a fenced in and paved lot used by
the Mansfield Municipal Electrical Department for storage. Access to impacted soil is not
feasible at this time. A Release Abatement Measure (RAM) Plan was filled with the MaSSDEP
on June 17, 2022 and site -specific Health and Safety Plan was implemented for the
proposed development of the site when applicable to manage excavation, handling and off -
site re -use or disposal of excavated soils affected by constituents of concern (COCs)
associated with RTNs 4-28609 and 4-16123 during the planned redevelopment of the site.
Access to the impacted soil is restricted by the commercial structure and concrete slab that
covers a portion of the site, and the paved surface surrounding the structure.
Neither a condition of Substantial Release Migration nor an Imminent Hazard, both as
defined in the MCP, has been identified at the Site.
This Phase I Report has been prepared to meet the requirements of the Tier Classification
process established in the MCP. The MCP disposal site does not meet the Tier I Criteria
specified in Section 40.0520(2) of the MCP. Therefore, the MCP disposal site for which RTN
4-28609 applies is classified as a Tier II MCP Site.
The Conceptual Phase II Scope of Work details the proposed additional explorations and
laboratory testing to define the extent of the release area, as well as the management of
excavation, handling, and off -site reuse of excess excavated soil and groundwater affected
by the contaminants of concern.
In addition, pursuant to Section 40.1403(6)(b) of the MCP, a copy of the site plan contained
in the Phase I Report and a copy of the public notice that will be published in the Boston
Herald are enclosed herewith. Additional public involvement opportunities are available
under 310 CMR 40.1403(9) and 310 CMR 40.1404.
We trust that the above is sufficient for your present requirements. Should you have any
questions, please do not hesitate to call us
Very truly yours,
