BOARD OF ASSESSORS MINUTESM A SSACHUSETTS
Wednesday, March 29, 2023 Meeting
1. At 6:48 p.m., Chairperson Greg Matoian ("Chair") opened the Town of Mansfield, MA
Board of Assessors ("BOA") meeting held in the Town Assessors Office on the second
floor of the Town of Mansfield Town Hall.
2. A roll call revealed that the following people were in attendance:
a) Greg Matoian, Chair,
b) Andrew S. Bank, Member,
c) Dana J. St. James, Clerk,
d) Donna Linfield, Administrative Secretary to the BOA,
The BOA reviewed and approved the minutes of the February 22, 2023 BOA meeting,
The January 18, 2023 Executive Session Minutes and the February 22, 2023 Executive
Session Minutes by unanimous vote.
4. The BOA reviewed and approved the weekly motor vehicle abatements by unanimous
vote.
5. The BOA reviewed and approved the Motor Vehicle Commitment/Warrant 2022-7 by
unanimous vote.
6. The Chair ascertained that there was no Old Business.
7. As New Business
a) Donna Linfield announced that Kelly Koska who had previously accepted an
offer to become the BOA's new Chief Assessor was unable to start on April 3 and
that the job is again available and has been posted.
b) The BOA reviewed and approved Motor Vehicle Commitment 8 for 2022 and
Motor Vehicle Commitment 2 for 2023 by unanimous vote.
c) Donna Linfield advised that a property owner who was granted an abatement by
the BOA wished to challenge the amount of the abatement and had inquired how
to do so. The Chair instructed Donna Linfield to advise the property owner of his
right to appeal the BOA's decision at the ATB. It was discussed that the BOA
granted the abatement due to the data applicable to other houses on the applicant's
street and that the assessors conducting the next revaluation should be alerted to
this issue.
8. The Chair ascertained that there were no items not anticipated by the Chair 48 hours prior
to this meeting.
9. The Chair moved that the BOA adjourn the meeting, the motion passed unanimously, and
the open meeting adjourned 8:03 p.m.
