State's master plan is ambitious so Mansfield's new bylaws should move in the direction

if
Committee will look to see what other Towns are using for waste and recycling bylaws.
Christina will reach out to the new DEP person (Missy) to see if she knows of any Towns that
have recently updated their bylaws and maybe get examples from other Towns similar to
Mansfield.
Any changes to the bylaws will have to go through Town Meeting. Updated bylaws may help
haulers with enforcing the rules with regard to waste and recycling with fines and such
Graham will look at some towns that are similar to Mansfield to see if he can find any recent
bylaws.
Short discussion with regard to construction material and how to get rid of same; Trojan
Recycling is an option.
4. Discuss the Town's Ongoing Recycling Education Efforts
(social media and otherwise)
Social Media
Christina is still working with Jess who will have some seasonal and holiday like posts coming
up with regard to recycling and waste reduction on the Town's facebook and twitter pages; such
as a Thanksgiving theme, Christmas tree pick-up, etc.
Some upcoming posts will promote Black Earth Compost so that more Mansfield residents will
sign up for same making it a little less expensive for all those that use service.
Also, Jess mentioned to Christina about maybe starting back up in the school system with a
recycling program like they used to provide. Discussion about reaching out to Superintendent
Murphy and setting same up with each school is conducted and will work on restarting same.
5. Residents' Questions & Comments
None -
6. Member's Questions & Comments
Matt none —
Josh — No questions; but recommends that members take a look at the new ReCollect Waste
Wizard and see what they think and if they have any changes. Gives a brief overview of how it
works and such. We can change and edit content information ourselves.
Graham — none
Mark — none
Christina — no questions just mentions that trash and recycle will not be delayed due to the
Columbus Day holiday and that the Recycle Park will be open its normal hours on Monday.
Neil —just wants to mention how good the schools look with the new trees and rock instead of
mulch in area. The Town is starting to really look cohesive.
Also, the one other thing Neil wants to mention is that there are no recycle bins near the gym at
the Qualters Middle School. Matt definitely states that the schools can do better with regard to
recycling. A new Environmental Club will be starting up at the high school and hopefully they
can get some good participation and interest in certain projects.
Meeting Adjourned but quickly reopened as they didn't discuss a new meeting date.
7. Items Not Anticipated 48 Hours Prior to Meeting

holidays.
