Mark Corsillo, Resident
Called meeting to order at 4:39 pm
1. Review & Approve Minutes from October 6, 2022;
No Motion made.
2. Review recycling postcard design:
Neil and Mark worked on the recycle post card; they gave it to a designer to have it looked at and
marked up. Neil received an estimate from Pleasant Printing in Attleboro for a 6x11 postcard it
would be roughly $2600 plus postage and then a 9x12 would cost around $6200 plus postage.
Overall the cost should be around $9000.00. Matt tested it out and feels that it shouldn't be too
overcrowded and the QR code for the Waste Wizard should definitely be on the postcard. Matt
feels we should go with the smaller postcard with maybe an option to print out a larger version
from the Town website.
Neil will work with Karen on the 6x11 and will forward the final draft out soon. Will send to
Allegra for pricing when finalized.
3. Review and discuss potential changes to town waste management and recycling by-laws
Graham is not at the meeting so no information about by-laws. Christina did give Josh a printout
of Easton's by-laws; however they are in need of updating also. Mike believes that everything
needs to be updated which would include the by-laws regarding donation bins also. Feels like I
the committee should bring something to the Select Board in the winter so that, if possible, and if
the Select Board is interested in going the route of changing the by-laws, then the by-law
changes could be brought to the Spring Town Meeting s

Josh will start working on a draft of the bylaws and hopefully will receive the information that
Graham is researching and include what the committee feels should be included in any bylaw
changes. Josh will do a really rough draft to circulate right before the January meeting. Mike
will send the information that Neil provided to him to Josh. Josh will check in with the Town
Manager's office for some guidance with regard to changing by-laws also.
4. Review rollout of waste wizard app
Mike had one concern with the Waste Wizard and that being he was hoping to get a printout of
all the information that the Waste Wizard provides to the residents.
5. Residents' Questions & Comments
I0=1-
6. Member's Questions & Comments
Matt states that the high school environmental club is just about in place; asks Neil if there is
anything specific he would like for them to address. Neil has been in contact with Carolyn
Cooney and will come up with some type of plan.
Qualters Middle School has placed recycle bins near the gym for the water bottles and such; just
have to now make sure no one moves them around like they do at the high school. Matt states
that he has been talking to the Food Service Director about ways to compost etc. Hard to do
much as the kids only have 20 minutes for lunch and doesn't leave lots of time for the kids to
participate. Also, the lack of staff does not help either.
7. Items Not Anticipated 48 Hours Prior to Meeting
Someone asks about the recent meeting with regard to the Recycle Park/Mansfield Green.
Several different people will be on the committee — Mike Trowbridge, conservation, police, fire,
recycle center guys, Shawn Burke and Kevin Dumas, etc.. Looking into a master plan for the site
which inchiAes roress anrd arrest with rennrd to the'lnnfifill e.mmnnst facility nnlice shontina
range, fire department training facility. First meeting with CDM was basic information along
with a walk through of the site. It will be an ongoing process; no grant money; cip money of
$150,000 for some basic information and plans; will be an ongoing process.
Mike still interested in where the information for ReCollect; will reach out to Recollect/Waste
Wizard to see if there is a way to printout the information that is on the Wizard and if there is
away to get a printout.
Mike all mentions that he has had a company offer to take the propane tanks for a little less than
what we currently charge for them. Was hoping to get thoughts on that.
Mike would still like to look at all the costs at the recycle park. Losing money with regard to the
CRTVs. Fees that the residents are paying are not adequate for the cost of the Town disposing of
the items. We charge $20 for a television and it costs the Town about $38 to get rid of the same
television.
Neil will put this on the next agenda - Review of Costs at the Recycle Park.
Next meeting — talk about switching the meeting til 5:30 so that people would have more time to
travel to town hall. Neil will send out an email asking committee members what their thoughts
and preferences are. Next meeting is Thursday, January 12, 2023 — time to be determined.
8. Adjourn
Mike makes motion to adjourn meeting; Josh seconds the motion to adjourn the meeting; all in
favor; meeting is adjourned at 5:22 p.m.
Respectfully Submitted
