A meeting of the Mansfield School Committee Budget Subcommittee was opened and called to order at 4:39 p.m.

Review of FY24 Budget 4c:) I

Ed noted special education costs is one of the key drivers of the budget increases: out of district tumh (14%
increase) was approved by the state and the BICO tuition rate is looking to increase around 10%. Ed also
noted the
annual assessment for the Bristol County Ag High School is increasing.
Teresa expressed concern the estimates for special education costs may be too low; the consensus of the group
was that the special education budget request should be increased by $200,000. This would bring the school
budget in at 5.8% increase for FY23.
Ed and Debbie both noted the revolving accounts are being spent down over the past few years and that in trying
to level -fund and offset with revolving accounts, the district is drawing on more funds from the revolving accounts
than it is taking in. In addition, grant -funded positions are being incorporated into the operating budget since
some grant funds are ending with the FY23 budget. A percentage of the costs of some staff positions has been
carried by the district, and a percentage has been covered by grants; the operating budget will absorb the grant
reduction in FY24 and the expenses for those positions will shift to the general fund.
In preparation for the budget presentation in January, Ed will send a copy of the draft presentation to Lynn and
Jenn by December 22. Lynn and Jenn will send comments back to Teresa and Ed for January 3.
