Mr. Kozlowski commented on the email replies to the email he sent requesting a special meeting to discuss the mask mandate. Mr. Kozlowski thought the Board members should be mindful not to have discussions on substantive issues in emails outside of an open meeting. Mr. Kozlowski felt that debating content in an email and not in an open meeting should not be done. Ms. Flynn responded by stating she thought Mr. Kozlowski was referencing her email response. She explained that her email was not deliberation but more of an explanation as to why she felt the meeting was unnecessary. She also said that her response was in part, a correction to address incorrect information that Mr. Kozlowski wrote. Mr. Kozlowski read Ms. Flynn's email " I am unavailable for a special meeting this week. I just spoke with the Public Health Nurse, Amy Donavan- Palmer. Mansfield's transmission numbers are still in the CDC "High" range and have been consistently so. According to our policy, our mask mandate in indoor public areas stays in effect. Also, while the Board of Health has lifted the mask mandate in some locations, it remains in effect in municipal buildings until 2128. It is anticipated that the schools will lift their mask policy on 2128. Our next scheduled Housing Authority meeting is 312. 1 think that is the more appropriate time to discuss lifting the policy." Mr. Kozlowski added "To which Kevin replied, "I agree"." Mr. Kozlowski stated that he was pleased that this was being spoken about at an open meeting but that his point in discussing this situation was to remind the Board members that they need to be careful in what they write in an email. The Chairman change topics and stated that since that the Housing Authority lifted the mask mandate, he felt it was important to hold the monthly Board meetings in person and allow public participation. A Motion was made by Mr. Kozlowski and seconded by Ms. Flynn to hold the future monthly meetings in person at Bicentennial Court and allow the public to attend. Mr. Doyle noted that anyone who did not feel comfortable was welcomed to wear a mask and, in the effort to remain safe, they would ask participants to be socially distanced. He said he looked forward to working with the residents, as he has done for the last fourteen years, as well as seeing the other Board members in person.
