Arek Galle of BETA Group, Inc. was present. Mr. Galle noted that based on the prior workshop
response, there did not seem to be a lot of familiarity with the projects and how they interface. He
suggested a more detailed explanation at the next public workshop. He referenced the separation of
the projects as Route 106/Chauncy Street Reconstruction Phase I and II, new River Street Intersection
on Route 106/Chauncy Street, Town sponsored Station Revitalization District Zoning Bylaw update,
MBTA Communities Zoning Act -Overlay District update, and the Housing Production Plan.
Mr. Galle said that the planning of the new intersection at River Street and access to the western side
of the train station is a key piece to be integrated into the transportation design for the entire Chauncy
Street corridor. Working concurrently with the revision of the Station Revitalization District Zoning
Bylaw update. The Housing Production Plan is also a working component to all the changes.

Mr. Galle highlighted components of consideration from the previous workshop.
• Transportation improvements and relieve traffic congestion in terms of access, walkability,
bike and commuter traffic.
• Economic Development — increase density where appropriate, promote development that
complements the downtown, define desired architectural and public realm character of
Mansfield, and create a greater diversity in housing types.
• Is there a way to activate the land west of the tracks as a community asset; recreational
resources.
• Keep discussions ongoing for the Zoning initiative keeping pace with the transportation
projects; continue public discussions on the MBTA Communities Zoning Initiative; incentivize
community investment; stimulate economic development.
Discuss 2022-2023 Schedule
• Expand supporting graphics, studies and visualizations; update Master Plan; more detailed
interface between redevelopment objectives and MBTA Zoning Initiative and Housing
Production Plan.
Mr. Galle reviewed the Preliminary Schedule Milestones 2022-2023-2034 for the four project
categories. Mr. Burke further explained that the SRPEDD Housing Production Plan will come to end
this year with adoption by both Planning Board and Select Board. Then submission to the Department
of Housing and Community Development for approval and certification. If approved, it will keep
Mansfield in good stead for another five years. Mr. Burke also noted that the public may not be aware
that there are four separate actions based on the timeline. Mr. McClanahan asked how the public
would understand the Housing Production Plan (HPP) and what it means to the Town. Mr. Burke
noted that SRPEDD did a public survey for comment and feedback. The plan could be revised based
on Planning Board, Select Board and public feedback. The HPP is updated every five years.
Mr. Burke noted that the four separate scheduled project issues may overlap, but one can proceed
without the other. Brief Board discussion ensued on how to separate the issue of zoning bylaw and
overlay community at the next workshop. Mr. Burke said that the Board has a decision to make on the
TOD thneline. Ms. Ashman -Collins expressed concern with the zoning change being submitted for
Fall Town Meeting and the Board agreed to postpone to the Annual Town Meeting in spring 2023.
This would allow time for community education.
Motion to continue the TOD Zoning Bylaw for submission to the spring 2023 Amoral Town Meeting.
(McClanahan-Cerretani) all in favor — PASSES
Ms. Friedman asked if more visuals and maps could be incorporated for the future public sessions. Mr.
Cerretani suggested formulation of a marketing FAQ to share with the public. Mr. Penney suggested
explanation of frequently used acronyms for public knowledge. Mr. LeCesne referenced a 2014
evaluation density/traffic study and asked that it be distributed to the Board and public. The Board
agreed and noted that traffic seems to be an underlying issue with the public throughout this process
and how would traffic be addressed moving forward.
Mr. Burke spoke about the Route 106 and Chauncy Street Phase I MassDOT project. Phase II from
Copeland to North Main is conceptual at this time for estimated completion by 2026.

Mr. Penny noted that the Board needs to head off confusion prior to Town Meeting so the article does
not get voted down. Draw out the questions at public meetings and have them answered prior to Town
Meeting. Mr. Burke said that the public workshops will be an important part of this process. Mr.
Penney suggested that the public workshops take place early 2023 following with the Public Hearings
prior to Annual Town Meeting.
Mr. Penny inquired about bike lanes and Mr. Galle noted that any MassDOT project will have buffered
bike lanes incorporated.
Mr. Burke suggested that the next public workshop be moved to November 9°i in order to gather more
information for the public and ask SRPEDD to present on October 26". The public workshop would
be held in meeting room 3A/B.
Ms. Freidman asked if it would benefit to educate the conununity Economic Development in how it
interfaces with these projects. The Board agreed that the input would be welcome but it may confuse
the current workshop issues. Ms. Asluuan-Collins noted that Mr. McDermott has be involved and will
be a part of the public workshop.
Mr. Penny asked if 55+ conununities would be considered in the new downtown district. Mr. Burke
said that the new MBTA community zoning cannot age restrict housing, but developers can propose a
55+ community and it would not detract from the overall n unbers, since what matters is the by right
zoning.
Mr. Penny asked about including development bonus incentives in the TOD. Mr. Burke referenced
that the latest draft does include items such as public space or public recreation to achieve the bonus.
Benches and lights would be part of the design standards. Mr. Galle referenced a slide from a previous
meeting for notable ordinance requirements from other communities.
Mr. Cerretani suggested using a milestone data timeline for all projects going forward.
