Open the Meeting: Neil opens meeting. 2. Review and approve minutes from March 3, 2022 and April 7, 2022; Mike Ahern makes a motion to approve both Minutes; Christina seconds motion; motion passes 6-0. 3. Old Business and New Business Update on plans to add recycling bin stickers — discussion about the price of placing stickers on the recycling bins in Town; discussion of how big the stickers should be; who will place them on containers and such. Discussion about how to place them and if possible to start with the routes that have the most contamination by recycling day; and the possibility of Waste Management helping with the placement of the stickers. After discussion of the stickers and how long they will last; discussion turns to maybe having something inside the house rather than on the recycle cart outside. The information would be easier to get to the residents and something they can keep or their fridge or such and could be handed out at Mansfield events like Town Meeting; Fall Festival etc. Mark and Neil will work on a design and Christina will look into pricing of a postcard etc. Update on Recollect — Josh met virtually with Brittany — there two main products are an app and a Waste Wizard; the app is about $2500 and the Waste Wizard is about $2200 and can be customized for the Town. Discussion ensues about what the Committee thinks would be a good fit for the Town. It is decided that the Town will start with the Waste Wizard and see how web search goes. ReCollect will keep Town posted on the usage by the residents. Discussed that maybe the QR code and link can be put on the postcard that is sent to the residents. Josh makes a motion recommending that the Town try the Waste Wizard through ReCollect for one year; Committee votes and motion passes. Christina will use the money from the recycling grant to pay for the year. Jess Wozniak is still working on posts and such for the Town; Neil just wanted to make sure she was and maybe could do some composting ones for Black Earth and then for the ReCollect Waste Wizard. New Business First item discussed is how to promote composting as 26% of what is going in to the trash is organic waste and how to promote composting in Town whether it is through Black Earth or the compost bins that the Town sells. Discussion ensues about the possibility of having a table at Family Fun Night with composting information or the table that Keep Mansfield Beautiful runs could have some information about composting. Discussion about how to get schools involved etc. Josh will get back to Neil with regard to the DPW participating in the Family Fun Night. Second — updated Recycling By -Laws — quick discussion about updating the one page by-laws for recycling and also creating a by-law with regard to donation bins. Christina will find out existing bylaws and will reach out to see what other towns have for recycling bylaws. Third, cigarette butt liter. Committee has discussion about how to reduce the amount of cigarette butts in certain areas. Discussion about installing sidewalk bins designed for cigarette butts like the one over by the Catman Cafd. Next meeting will be on June 2"d and then the Committee will take the summer off and reconvene in September. Committee Questions and Comments Next meeting would like to discuss bylaws for donation bins with regard to licensing, fines, etc; hopefully get something together before the 2023 Spring Town Meeting.
