Review of FY 23 Budget
Ed Donoghue reviewed the upcoming FY 23 budget presentation, which will be presented to
the full School Committee on January 11. As the district enters the 3rd year of the pandemic,
the School Committee's priority/goal remains focused on stabilizing the district.
Ed and Teresa gave an overview of the personnel requests and staffing they felt would best
provide for student needs and support. All schools are seeing an increase in students dealing
with social -emotional and behavioral concerns, which led to the request for additional
administrator positions at Robinson and QMS. The group discussed providing flexibility in the
posting and hiring of the two positions (either assistant principal or dean of students), to
potentially allow for a stronger pool of candidates and to allow the superintendent the
flexibility to hire the best candidate to meet the needs of each school.
Ed outlined the reasoning behind the request for a transportation coordinator, which would
oversee the growing demands on central office staff regarding transportation management
needs, including special ed, bus routes, field trips, and out -of -district transportation. Lynn
mentioned that enrollment data (history and projects) would be helpful to include either in the
budget presentation or to share with the School Committee as context for the budget
presentation.

Update on Revolving Accounts
Ed and Debbie reviewed the projected expenses and revenue for the district's revolving
accounts. There were no updates on the status of the Town obligated funds of approximately
$900,000 that would be used to offset last year's loss of revenue to the CHAMPS revolving
account.
Review of Town Budget Subcommittee Charee as aoproved by Select Board on 12-2-21
The group reviewed the wording proposed by the Select Board and recommended that the
description be moved forward to the full School Committee for discussion and possible vote
Diane will add it to the next School Committee meeting agenda. The next full Budget
Subcommittee meeting is scheduled for January 26.
Discussion on Special Education Stabilization Polic
The group suggested minor changes to the draft policy in respect to the order of the three
boards listed in the policy. The consensus of the group was that it would be important to spell
out the procedures for requesting disbursement of funds. Lynn offered to draft procedures
according to DESE guidelines for discussion at the full Budget subcommittee on January 26.
