HomeMy WebLinkAboutSchool Comm. 02/03/2022Mansfield School Committee Budget Subcommittee Meeting Minutes for February 3, 2022 TOu/tl RECEIVED Superintendent's Office CLERKS OFFICE 1011 DEC -1 ^toBiri at A meeting of the Mansfield School Committee Budget Subcommittee was opened and II�T 5:10 P.M. i'iO�NSF ,'iSSr�CNUS�rrSd SC Members Present: Lynn Cavicchi, Jenn Walsh Others present: Teresa Murphy, Superintendent Ed Donoghue, Assistant Superintendent, Finance and Operations Debbie Scott, Financial Operations Supervisor Rayna Freedman, administrator intern/J-J elementary teacher Old Business Approval of Minutes Minutes for 3/18/21, 4/8/21, 6/29/21, 7/28/21 were tabled. Minutes for 9/13/21, 12/2/21, and 1/5/21 were approved, 2-0. New Business Review of FY 23 Budget Ed and Teresa will schedule a time to meet with the Town Manager and Assistant Town Manager for initial discussions about the FY23 budget. Discussion of School Choice options for FY23 Ed reviewed the enrollment figures and the capacity in each grade at MHS. The administration will be recommending allowing school choice for grades 9 and grades 10 (up to 50 students in each grade) to the School Committee at its February meeting. Teresa will send out the presentation on school choice to the Selectboard and Fin Com members of the Town Budget Subcommittee and to the Finance Committee liaisons and ask that any questions be directed to her and Ed. Review of Town Budget Subcommittee Charge (version dated 1-26-22) The group reviewed the wording proposed by the Assistant Town Manager and recommended deleting the reference to "Secretary", since the subcommittee has only had a Chair and Vice Chair. The group also recommended adding a reference that the School Committee chair, in consultation with the chair of the Select Board and the chair of the Financial Committee, will call the first organizational meeting of the fiscal year. Teresa will send changes to the Assistant Town Manager for discussion at the next Town Budget Subcommittee meeting. Discussion on Special Education Stabilization Policy Mansfield School Committee Budget Subcommittee Meeting Minutes for February 3,2022 Superintendent's Office Ed and Debbie will review the wording of the policy from Cohasset, the advisory from DESE, and the amendment to MGL to draft procedures regarding funding and disbursement of funds from the special education stabilization account. Ed will check with contacts from MASBO as well. Upcoming Agenda items n/a The subcommittee's next meeting is to be determined. Upcoming budget presentations by municipal departments will be held at the Public Safety building: February 9: 6 - 7:30 p.m. February 23: 6- 7:30 p.m. March 9: 6 - 7:45 p.m. March 23 (school department presentation): 6 - 7 p.m. Meeting adjourned at 6:10 p.m. Respectfully submitted, Lynn Cavicchi Vice Chair School Committee
