the last time Mr. McCarthy stopped by Town Hall. He will drop by Town Hall this week to see if anything
else was received.

KMB Meeting Minutes -11 October 2022
Mr. McCarthy also received a detailed report of the committee's accounts at Town Hall ($7022.36) and
corrected typos in his local spreadsheet.
Two additional follow-up items from that town report:
1. There was no reference in the report to the allocated amount ($2K) included in the town budget for FY23
that kicked in July 1st, either as a deposit or a separate line item. That budget allocation is not reflected in
the net totals. Mike will need to follow-up via email with Barry Lacasse (blacasse@mansfteldma.com)
2. Mr. McCarthy previously dropped off a bill for Patrick Lyons to cover the second Flower Barrel planting
in late June for $2,310. He did not see that dollar amount reflected in the reports for last FY ending June
30th or for the new fiscal year thus far. He's kept the amount in the totals as he believes the bill was paid
but charged to a different account in error.
Mike McCarthy will be following up on both items to make sure Patrick Lyons was paid, and that our KMB
accounts reflect the 2K budget allocation.
Fundraisina
Fundraising Letter- The committee discussed sending out the annual fundraising letter earlier in 2023.
The 2022 letter was sent out later than usual this year (closer to the April Spring Clean -Up event) and the
resulting donations were much less than KMB received in prior years. Jeff Ward mentioned that he did not
have the time to personalize the letters as had been done by him previously. Personalization made a
difference. The committee needs to start working on the letter updates so they can be mailed earlier. It is an
intensive team effort to get this done.
The donation database needs to be updated to reflect new businesses in town and those that have lef lclosed. A
list of the new businesses in town maybe may be available through the Town Clerk's office. There is also a
list of volunteers and potential donors that were collected during Family Fun Night that need to be updated in
the database. Kelly Kemp volunteered to work with Neil Rhein to get the db updates completed.
Grant Opportunity froin Ston & Shop - Janice Wivagg procured an application form from the Stop
& Shop's "Beyond the Aisles Program" for the committee to complete and submit for the current year. Grant
amounts up to $500 are awarded to approved recipients for specific project related activities. Recipients are
only asked to publicize the award given by Stop & Shop via social media. If KMB submits an application this
year, we can apply to the program again in 2023 as the program allows application submittals once per
calendar year.
The committee members agreed that if funds were received in 2022, they could be used to purchase supplies
for our annual clean-up events to add to our inventory. We are in need of grabbers for event participants as
well as gloves. Neil Rhein had a contact site to share through Keep Mass Beautiful for the gloves: arch-
mate.com.
Current costs of items frequently purchased by KMB for ongoing projects:
• Grabbers with Logo: $16.95 each. If we purchase 125 grabbers or more, the price is reduced to $11.95 each.
• Trash Bags: Yellow 33 gallon bags are $133.77 per case with tax and shipping included.
• Soil: $21.00 per bag.
• Fertilizer: $21.00 per bag.
• Plastic wine barrels for plants: $21.25 each with tax included.
• Flowers: Both pansies and begonias plants cost $21.00 each at Patrick Lyons. Stop and Shop may
consider donating the flowers that we put at the veteran sights, police station and the flowers at the
corner of 106 and N Main. The total number of plants for these three sites is approximately 16
Notes for Follow-up
Janice will complete the application form for the Stop & Shop Grant, and if needed, will request input from "

committee members before submission.
NilS lnend Monies- Local Mansfield liquor store owners proposed and agreed to the option of paying
KMB and the Mothers Against Drunk Driving (MADD) organizations a $100 monthly stipend (to be split
evenly between organizations) that can be used for cleauup"and for educational purposes that will help to,
promote proper disposal of nip bottles. Payments were projected to begin I July 2022. KMB received
payments from several of the liquor store establishments (see past months KMB minutes for donations to date),
but believe there are several stores who have not made agreed upon payments. Jeff Ward will reach out to Julie
Jones and Sally Fehervari'sponsors of the original proposed TM warrant, to glean more information on the
approved process and names of businessowners who agreed to participate in the stipend program.

Great Mansfield Clean -UV 2022 1
Spring Clean -Up for 2023 - The Spring Clean -Up for 2022 was held on 30 April. The event has traditionally
been held on the last Saturday' of April each year. Since the weather has been warming sooner in spring, the
committee is considering holding the 2023 event a week sooner. This will help event participants from
contending with new plant growth while picking up trash.
Earth Day 2023 is slated for Saturday, 22 April. The committee members agree it may be an optimal time to
schedule the KMB April 2023 "Spring Clean -Up and connect the two events. Consideration of conflicts on the
proposed date (i.e. school vacation week, other town events) will be taken.
Notes for Follow-up on 22 April 2023 Date
Jeff Ward will investigate for potential conflicting events: Since several organizations are requesting the 2023
date information for their event calendars, Jeff will pass along the proposed 22 April date. Committee will plan
to finalize that event date after Jeff's confirmation of no conflicts.
Annual Fall Clean -Up of 2022 = This event is slated for November 1-13. The event was posted on the KMB
website and on Positively Mansfield. Neil Rhein reported that there are already registrations entered for this
event. Neil will also request to have the event posted on the Town of Mansfield's website. Mike Healey'
mentioned that he and the K of C members will be participating in the clean-up event on 12 November,
Notes for Follow-up on Fall Clean -Up Event
Mr. Rhein mentioned that the committee needs to reach out to the School Superintendent to have the clean-up
event publicized in the school newsletters. Pat Colbert will reach out to the St. Mary's community. Jeff Ward
will reach out to Maggie Gentili.at Mansfield HS to engage the student population. Precinct Captains will need.
to be contacted to make sure adequate, supplies are available for their areas and participants know how to pick
up supplies.
Flower Barrel Program
Although there hasn't been an official frost, some of the downtown begonia plants have withered or broken
due to recent cold overnight temps. Mike Healey and Pat Colbert will arrange for the removal of the begonias
and contact Josh Reinke to have the DPW pickup and store the barrels. Pat usually sends an email alert to the
program participants in case they want to try to save any plants theypurchase'd. Mike.will check availability
and likely plan to pull the plants during the week of 16 October.
Mike Healey also told the committee about a group of individuals who work at the Bottle Redemption Center
and Mansfield Shredding who might be available next season to help water the flower barrels or perhaps with
an Adopt -a-Spot activity. Mike will follow-up to provide Jeff Ward and the'committee with more information
on the organization.
Painted Barrels
Pat Colbert indicated that there is currently one barrel being, painted by a local artist. We can uses -10 new
barrels for painting and replacement of some of the older barrels in and around downtown and the schools and

sports fields. Mike Healey will prime the barrels (white, green or black) once they are available.
Notes for Follow-up - -
Josh Reinke needs to be contacted to inquire about barrel availability. Martha O'Connell will reach out to
Derek Harding at Mansfield HS Art Department and ask if students would like to paint a few barrels.
Adopt -a -Spot Program
The stone wall was finished at the Otis Street site and any outstanding earth work, etc. should be completed.
by DPW by mid-October. A section behind the business signage was hydro -seeded with a wildflower mix as a
trial for next year's growing season and it is already beginning to grow. The intention is that swath of
wildflowers will only require mowing twice during the growing season. Ana Newell will be working with local
resident Todd Richardson on the future garden design for that site.
There is still no confirmation that Fine Landscaping will adopt the garden spot downtown on North Main
beside Happy Hollow Gallery. The site frequently has trash around the bench area. It may also be an
opportunity to utilize the individuals who work at the Bottle Redemption Center and Mansfield Shreddingto
help keep that site clean.,
Notes for Follow-up
Mr. Rhein mentioned that the trees at the library AaS,site need pruning again. That site is maintained by; ,
Presentato Landscaping. Ask Ana Newell to reach out to Peter Presentato about, pruning bottom branches of
trees before end of season.
Adopt -a -Street
Resident Michelle Haley reached out about adopting the area around 424 Williams Street which is near parts of
School Street. Her house is even numbered but is located on the odd side of the street.
Notes for Follow-up
Jeff Ward will address the problem with the website link. The fink needs to be re-established,
"We Noticed"
Jeff Ward coordinated the recognition for the Trattoria Romana restaurant. It was formally approved on October.
Jeff met with restaurant manager when the spring/summer landscaping was completed at the restaurant site and
photos of the landscapes were taken.
Notes for Follow-up
Jeff Ward will need to provide Kelly Kemp with photos so the KMB website can be updated. Evidently the photos
from the Generations hair salon were never, posted and the old photos of Mansfield Bank are posted in this section of
the website.
Litter Busters
No formal activities to report. The activities are generally posted for the Yd Saturday of the month.
Additional Proiects/ Initiatives
• On/Off Ramps — No activity to report.
• Adopt-a-Hkhway - Volunteers from Samsonite performed clean-up on Rte. 140 as part of an on-
going Keep Mass Beautiful Program for Adopt -a -Highway. There were 78 bags of trash collected and
Keep Mass Beautiful received a $2500 donation. Neil Rhein is doing a Lunch & Learn presentation at
Samsonite in November on recycling. Jeff Brown is the Samsonite Company contact.
Neil Rhein also informed the committee about the new Waste Reduction & Recycling' Committee which "
has a UAL that will be rolled out in Mansfield by end of year:

Miscellaneous Discussion Items
• Open KMB Committee Position — No formal applications received to date for the open
committee position. Applicants no longer need to be questioned by the BOS.
• Cigarette Litter Receptacles — Mike Healey brought two KMB receptacles to the meeting so they
can be placed in locations as part of a pilot in the downtown area (Savannah Nails & Harry Chase Place)
before the town invests in a different type of receptacle. These KMB receptacles can be placed on poles and
emptied by the DPW team. They would be placed as close as possible to other trash receptacles for ease of
emptying. There are already two of these receptacles at Fulton's Pond.
Martha O'Connell will deliver the receptacles and continue to work with Josh Reinke on this effort. Neil
Rhein will give KMB seals to Josh Reinke for placement on the receptacles. He will also send info on the
Keep Mass Beautiful Program for Cigarette Litter Prevention. We should consider posting photos on the
KMB website for public awareness once these new receptacles are in place.
• Kevin Dumas Invitation — Plan is for the committee to invite Mr. Dumas to the February KMB
meeting. Date is TBD and the committee needs to set the calendar for the 2023 events at the January
committee meeting so they can be shared.
• KMB Website & Social Media - Mr. Rhein has expressed his desire to relinquish responsibilities
for updating the KMB website. Kelly Kemp, newest member of the KMB committee, has graciously
offered to assume this responsibility and take over social media activities for the committee. Neil will work
with Kelly on transition and provide assistance with some necessary updates to the site.
