o. Michael Madan at 5PM
Mr. DelVecchio began by providing an overview of the Volunteer Advisory Subcommittee (VASC) to Mr.
Madan who was present. Mr. Aptowitz then asked Mr. Madan to tell them about himself and what
interested him in the position. Mr. Madan stated he was butcher for many years before hurting himself
and then stated that he was interested in this position because he has a lot to offer and has been living
here for two and a half years. Mr. Madan added that he was on boards in the Towns of Raynham and
Stoughton and was on the Board of Directors for baseball youth sports and that he understands how
things are run. Mr. Aptowitz then asked him what he saw the role and the responsibilities of the
position to be and Mr. Madan responded that he would be a voice for the other tenants on the Housing
Authority. He also stated that he has been on the Tenant Association and is interested in helping
people. Mr. Aptowitz then asked him what he would do if a resident wanted him to make a decision
based on thatperson's best interest. Mr. Madan responded that items have to be voted by the whole
Board and he would bring forth the information, but it's a vote of the whole Board for a reason. Mr.
Aptowitz then asked him what he thinks the Housing Authority does well. He responded that they have
to deal with a lot of different people and it is difficult to deal with that many people who are different
ages and different medical issues, but they do that fairly. Lastly, Mr. Aptowitz asked Mr. Madan what a
short term and long goal term goal should be of the Housing Authority. Mr. Madan responded that he
would like to see more tenants involved and more people attending meetings and so they can hear the
information first hand. He stated that a long-term goal would be to work with the Housing Authority to
get more things done and be a voice for all people that are living there. Mr. Madan did not have any
questions and Mr. Aptowitz explained the next steps.
o Kenneth Tucker at 5:15PM
Mr. DelVecchio introduced himself and Mr. Aptowitz to Mr. Tucker. Mr. Aptowitz asked Mr. Tucker to
introduce himself and explain what interested him in the position. Mr. Tucker stated that he served as
a Marine and was also in the Army, He stated that he has a sense of serving and was on the Tenant
Association and wants to be able to give back and help out. Mr. Aptowitz then asked what he saw the
role of the position to be. Mr. Tucker sated that it was to oversee the rules and regulations, approve
funding and to form policies. He stated that there will be training offered and he is prepared for the
training. Mr. Aptowitz then asked him what he would do if a resident wanted him to make a decision
based on that person's best interest. Mr. Tucker responded that he believed it was a violation of the
open meeting law and a conflict. Mr. Aptowitz then asked him for an example of what the Housing
Authority has done well. Mr. Tucker responded that overall, they are doing a good job. Mr. Aptowitz
then asked him to give an example of a short-term and long-term goal he would like to see the
Housing Authority have, Mr. Tucker said there are some policy things to change and on a larger scale
he would like them to have more openness and not an adversarial relationship with the tenants. Mr.
DelVecchio explained the next steps to Mr. Tucker.

Meeting Minutes for April 12, 2022
o Linda Padykula at 5:30PM
Mr. DelVecchio introduced himself and Mr. Aptowitz to Ms. Padykula. Mr. Aptowitz then asked Ms.
Padykula to introduce herself and asked her what interested her in applying to serve on the Housing
Authority. Ms. Padykula responded that she has been living at the Housing Authority for seven years,
She stated that she tried to get on the Tenant Association, but would like to contribute and wanted to
learn more about what the position entailed. She stated that she was not sure what was expected, but
would like to see more communication and more positivity at the Housing Authority. Mr. DelVecchio
asked what experience she had that would apply to the position and Ms. Padykula responded that she
had life experience and people skills. Mr. Aptowitz then asked her what she saw the role of the
position to be. Ms. Padykula responded that she was looking for them to tell her because the
paperwork she received did not explain what it was. Mr. Aptowitz then asked her what she would do if
a resident wanted her to make a decision based on that person's best interest. She responded that she
believes there is a chain of command and it depends on the question, she further explained that when
she has had a question she goes to Andrea or the office to ask. Mr. DelVecchio provided an example
and she explained that she follows the rules and would not make a decision based on something her
friend wanted. Mr. Aptowitz asked her what she thinks the Housing Authority does well. She
responded that they do a lot of things well and she loves living there. Mr. Aptowitz then asked her
what a short-term and long-term goal she would like to see the Housing Authority have. Ms. Padykula
responded that she would like to see more positivity and for them to listen to people and try to help
them out. Ms. Padykula stated that she needed to understand what is expected of her as this is a new
position. Mr. Aptowitz explained that it is not a new position, but it is anew way of the person being
appointed and the Housing Authority. He stated that it is made up of five individuals and now one of
those positions is going to be someone who is a tenant living at the Housing Authority.
