holding the price at $250,000.
Mansfield Green Feasible Study
Mr. LaCasse provided a summary of the request for a feasible study for Mansfield Green. Mr. Trowbridge
stated he thought it was too high of an expense and thought that a lot of the work could be done in house
with Town staff. Mr. LaCasse responded that due to the conditions of the site and the proximity to an older
landfill it would be necessary to get an actually study done to provide detail as to what could and could not be
done at the location. Mr. Feely commented that the current site looks like it has never had a plan and over
time things were squeezed in.
Motion: To support the Mansfield Green feasibility study. (Trowbridge/Cerretani) Passes 7:0
Memorial Field
Mr. Azinheira stated that this request was similar to the feasibility study for Mansfield Green and that
Memorial Field was put together without a Master Plan. He added that the area is heavily used because of its
proximity to the schools and there is a need to optimize the area. Mr. Trowbridge stated that he believed
more strongly that this was a project that could be done in house. Mr. Azinheira added that it is also the goal
to apply for any grants that could be used for these spaces. Mr. Feeley asked if one company could do both
study areas for a smaller price. Mr. Cook explained that there are not the resources in house to do a feasibility
study and it would need to be a specialist in this type of work to do it well. Ms. Lauren Scher thought that all
the parks should be considered at once and in broad terms verses just one.
Motion: To approve for $75,000 for feasibility study for Memorial Park. (Trowbridge/Epstein) Passes 7:0
50 West Re -Design
Mr. LaCasse stated that the Town has moved forward with using the 50 West Street location for a future COA
space and applied for a grant. He stated that if the Town was awarded the grant it will be re -designed and
reused instead of tearing down and starting new. He added that it was less expensive to build new and if no
grant is awarded then it will be new construction. This request is for a preliminary design which is needed no
matter how the building is constructed. Mr. Evan Epstein commented that he thought that this had been done
already. Mr. Trowbridge explained that it is for actual drawings used to quote the project to provide an
accurate cost of the project, Mr. Cerretani commented that this was an item discussed in length as part of the
Masterplan. He noted that residents are looking to have a space that is multi generation and in the evening
the space could be used for programming for other age groups.
Motion: To approve $300,000 for the preliminary design of the new COA at 50 West Street.
(Trowbridge/Epstein) Passes 7:0
Boiler Replacement for High School
Mr. LaCasse stated that this request is for the schematic design of the boiler replacement for Mansfield High
School in the amount of $75,000. He added that if this approved at Fall Town Meeting. Mr. Trowbridge
commented that there would be oil savings with this high efficiency boiler and he further noted that it would
be helpful to know what the fuel savings would be.
Motion: To approve $75,000 for schematic design for High School Boiler Project. (DelVecchio/Trowbridge)
Passes 7:0
School Emergency Generator Replacement
Mr. Donoghue stated that the generator failed in late August and it was going to be deferred to spring, but
after meeting with someone from CAT generator he was made aware that there is an eight -month lead time
to get a new one. He further noted that it is 25-30 years old and it is at its end of useful life.
Motion: To approve a $100,000 for a generator for the High School. (Epstein/DelVecchio) Passes 7:0
