Prior to the business of the meeting, Ms. Doucette explained that department staff will no longer
be present at some meetings to take notes. The committee will need to decide the note taker for
the meetings or elect a secretary who will then be responsible for taking notes and writing the
minutes. Ms. Doucette left the meeting at 6:05pm.
Agenda
Open meeting. The meeting commenced at 6:07pm.
2. Welcome new member. Kristen Whittle introduced herself to the committee. She shared
that she has lived in Mansfield for I 1 years, has two young children, is a lawyer, and has
an interest in hiking, playgrounds and the environment. Welcome Kristen!
3. Chair update with committee. Ms. Foster updated the committee regarding the Open
Space goals, the Trail Management Plan, and the Trail Stewardship Program.
a. Open Space and Recreation Plan. The Plan is in process. Ms. Merrill has listed
several goals that will mirror the goals in the Master Plan with an emphasis on
acquiring land, protecting water quality and resources, developing new
recreational areas and water access, and improving communications through the
website, social media and community events.
b. Trail Management Plan. Ms. Merrill is working with Mark Cooke from DPW to
develop and inter land use team. Part of function of this team will be to review
routine trail management. There is a small budget for this, and the committee
recognizes that additional funds are necessary to have sufficient trail management
and safety. To accomplish this, more grants need to be sought.
c. Trail Stewardship Program. This program will aid in the assessment and
reporting of conditions on the many Conservation trails. In order to participate in
this program, members of the community will need to attend a meeting on
September 21. Details of this meeting will be posted on the website and through
social media.
Ms. Friedman remarked that the Committee has been waiting for some substantive
material regarding the update of the OSRP for at least 6 months and there is still nothing
to review. Ms. Friedman implored Ms. Foster to urge Ms. Merrill to have some material
ready for the next Committee meeting in September. It was noted that the town may
begin to miss out on some grant opportunities because the OSRP is not up to date. Ms.
Friedman suggested that a plan could be to have Ms. Merrill give the committee one
completed goal for each of the upcoming meetings until complete.
4. Review of meeting dates for 2022. The committee was informed of the rest of the
meeting dates for 2022: 9/12, 10/17, 11/14, and 12/5. All meetings will begin at 6:00pm.
5. Minutes. The minutes of the March 14, 2022 were not acted upon because not all
committee members had received them. Ms. Foster stated that she would inform Ms.
Merrill to ensure that all committee members receive materials pertinent to the committee
function. Motion by Ms. Fehervari, second by Ms. Whittle to vote on the minutes of
March 14 at its next meeting. Vote: Unanimously in favor.
6. Adjourn. Motion by Ms. Fehervari, second by Ms. Whittle to adjourn the meeting at
