Administrative Reports:
Superintendent Teresa Murphy: We have reached the last day of a very challenging school year. It
has been quite a year starting with a covid-centric environment. We dropped various guidelines as
permitted and ended the year with concerts, field trips, field days, athletics. Thank you to our staff,
parents and students. The CHAMPS Summer institute starts this Monday and we are very excited to
have a full program back for our families. Shawna Leary has retired and Scott Sanchez has taken
over the role of CHAMPS Director.

In Person & Virtual Meeting using GoToWebinar
Last week our 8th grade civics classes visited both the Town Hall and Central Office learning about
many aspects of municipal and school activities.
Assistant Superintendent Michael Connolly: MA Insight has completed their collection of data for
the Equity Audit and is currently analyzing all of the data. Representatives from MA Insight will
present their findings to the leadership team this August and to the School committee on
September 6. From there we move forward with building teams to develop district plans.
Tomorrow is the first day of summer break but already some teachers are jumping right into their
summer planning. Over 54 different summer institutes will run this summer on curriculum work,
technology or other skills.
Vivian Webster asked who be asked to participate on District Equity Planning. As with our Equity
Audit from the beginning, we have invited everyone who wanted to participate to do so. Our goal is
to have a very broad range of people representing our community to help the district move
forward.
Assistant Superintendent Ed Donoghue: Tomorrow we will be on a State call to see if we receive
funding approval for the MHS Boiler project. We anticipate a reimbursement rate of 52.8% which
would cover approximately $900,000 or the $1.75 Million project. We will then need to get final
approval at the fall town meeting to move forward with the project. If approved it will be a 3 - 5
week project during the summer of 2023.

New Business:
Consideration of Memorandum of Understanding for Buildings & Grounds:
Superintendent Murphy reviewed the recently agreed upon contract changes for July 1, 2022 - June
30, 2025. Most of the changes are language driven and include changes to how overtime is
calculated, emergency on -call procedures, sub replacements, an additional holiday (Juneteenth),
sick leaves, personal days, longevity, clothing and wages. Specifically:
The district clarified the specific 7 day period for which OT is calculated. It defined what is
considered an emergency which would result in an unusual work situation. Step increases will now
be given on July 1 rather than on each custodian's anniversary. Longevity has been increased by
$50 per year. Modifications were made to the evaluation process. Wages were increased by $0.50
per hour in each step and an additional step as added.
Questions/Answers:
Vivian Webster asked if the floater sub is a per diem position. This is not a position we actively use
but hope to do so in the future. It would be an active employee who can move from one shift to
another as needed in the absence of a custodian.
Motion to approve the Memorandum of Understanding for the Buildings & Grounds contract
changes by Jenn Walsh / Vivian Webster
Motion Carries 3 - 0 by roll call: Vivian Webster, Jenn Walsh, Lynn Cavicchi.
Consideration of revised food services fees:
Edward Donoghue reviewed the current fee structure as well as the practice of free lunch during
the last 2 years due to COVID. There is a lot of talk that the state will pass a bill for free lunch in MA
during 2022-23 but if they do not we need a plan in place. The district annually does an equity
analysis against Federally provided figures. As of 2019 we were barely in compliance as our fees
were low. We haven't seen the final fed figures yet but know that there is no way we can be
complying. The proposed rates are:

Vivian asked if households still need to apply for free/reduced lunch even if the state moves
forward with free lunch. Per Ed, we do need that information because our reimbursements depend
on those approvals. What happens if a family does not qualify through the state gateway system?
There is a federal application which is on our website. Families can provide their information
which is then reviewed by the District based on a set list of qualifications.
Lynn Cavicchi asked Ed to review how the food services accounts work. These are revolving
accounts which are not part of the budget. Funds revolve from one year to the next. It should be
noted that funds cannot be in the negative at the end of the fiscal year. When this occurs, the
district needs to find money out of the operating budget to balance the revolving fund. Otherwise
it is all self -funded. Our goal is to be self-sustaining. We do not set a goal to make money but we
don't want to lose money either. We are required to stay in compliance with federal regulations.
Motion to approve the revised food services fees by Jenn Walsh / Vivian Webster

Consideration of Po/icy change to LDA:

Qualters Middle School asked us to consider a student from Emerson College.
