Subject: Notice of Availability, Phase IV Remedy Implementation Plan (RIP)
Modification (July 2010 Modification)
Former Compo Chemical Landfill, Branch Street, Mansfield MA, MassDEP
RTN 4-0104
Dear Mr. Ross:
Per the public notification requirements of the Massachusetts Contingency Plan (MCP), 310 CMR
4b.1403(3)(e), this letter is to inform you that AECOM, on behalf of IRG Mansfield, LLC of Littleton.
Colorado, has completed and will be submitting to the Massachusetts Department of Environmental
Protection (MassDEP) a Second Phase IV Remedy Implementation Plan (RIP) Modification (July
2010 Modification) for the former Compo Chemical Landfill located at 271 Branch Street in
Mansfield. You may obtain a copy of the aforementioned document at the MassDEP Southeast
Regional Office (SRO), 20 Riverside Drive, Lakeville, MA 02347. Or, you can use the Site File
Viewer on the web. Go to: http://Public.dep.state,ma.uslwsc viewer/main.aspx and enter the
Transaction IDs for this submittal (322563) in the box and click search. You can then download the
transmittal forms and report in PDF. No other actions beyond the receipt of this letter are required
by you.
On October 1, 2008. AECOM (former ENSR) notified you about the planned remediation at the
former Compo Chemical site, including a summary of the proposed remedial activities and the
availability for review of a Phase III Amendment/Phase IV -Remedy Implementation Plan (dated
October 2008) for the site. The remedial activities as outlined in the October 2008 Phase IV RIP
report have been completed as proposed between 2008 and 2009, included backfilling and capping
the soil in the area of the former landfill.
As part of the completed remedial activities, impacted soil was backfilled at the site in accordance
with the above mentioned Phase IV RIP and site closure objectives (applying an Activity and Use
limitation fAULj to Landfill at the time of site closure). The objective of this July 2010 Modification is
to remove all the backfilled impacted material (that requires an ALL if left in -place) for off -site
transport and disposal, and thereby removing the requirements for an AUL. The excavation and
backfilling activities are expected to be completed within two or three weeks; and sampling and
profiling, and load -out of soil temporarily stockpiled onsite is expected to take three to five weeks.
This project is expected to be completed during July and August 2010, with field work beginning
next week.
