The conclusions of the Response Action Outcome Statement are presented below. On November 11, 2010, at approximately 8:00 AM, a release of approximately 30 gallons of hydraulic oil occurred to the asphalt pavement and concrete sidewalk surfaces in front of #36 and #42 Park Street in Mansfield, Massachusetts. The release was a result of a failed a hydraulic line on a Waste Management of Massachusetts trash truck. The release impacted an area of pavement approximately 70 feet long and 1 to 12 feet wide on Park Street. Response actions performed to address the release included deployment of absorbent materials to the affected asphalt. Several seams or discontinuities were identified along the joint in the pavement between the road and concrete curbing along the concrete sidewalk and driveway to 42 Park Street that may have potentially provided a migratory pathway for the oil to underlying soil or utilities. CHES installed four borings 031 through E4) along the seam between the roadway surface, sidewalk and driveway to #42 Park Street with GeoProbe sampling equipment. It was found that the oil had not migrated much below the asphalt, which was approximately four inches thick. Three of the shallow samples and three of the deeper samples were selected for EPH analysis. Of the samples analyzed, the highest concentration detected for each compound was evaluated with a Municipal Notification DEP Release Tracking Number 4-22970 Page 2 of 2 Method 3 Risk Characterization using the DEP ShortForm. The Risk Characterization determined that the remaining contaminants do not pose a risk of harm to human health for any current of future site use, including residential. Similarly, a condition of No Significant Risk was found to exist with respect to environmental receptors, and public safety and welfare, under current and unlimited future site use. Therefore, a Permanent Solution has been achieved at the site meeting the requirements for a Class A-2 RAO. As such, no further response actions are warranted.
