Motion to close the Special Permit public hearing for 194-196 Rumford Avenue (Penney-Feck) Seven (7) in favor, Zero (0) opposed, Zero (0) abstained PASSES The applicant, Hansen Associates proposes the construction of one 18-foot driveway for access to two new lots and the removal of two street trees and planting of two new trees on either side of the new driveway at 131 Old Elm Street. The project site is owned by Mary V. Bellavance and is shown on Assessor's Plat 6, Lot 49 in Residential 1 (R-1) zone. Mr. Hansen was present for the hearing and stated that they passed paper for the property on August 5'h. He further noted that the ANR plan had been approved in March 2022 for the submission of land as shown in the application. Because of scenic road setbacks, there were uplands in the front along Old Elm Street but they could not fit a house with the setback requirements so they moved the proposed two houses behind the intermittent stream. The design has a common driveway that will have a water service on each side, overhead wiring, and propane gas until they can gain access to natural gas. Planning Board Meeting Minutes 8/10/22 Page 2 of 3 Mr. Hansen stated that there is no existing rock wall stones at the proposed driveway area. He also noted that there are no other trees to block sight lines. He said typically he would choose maple trees for replacement since they grow tall and are salt tolerant. Board Comments Ms. Friedman asked for clarification of the replacement trees per Town approved street trees. Mr. Hansen referenced a note on the plan which states species of trees to be planted per the approved street tree list at two-inch caliper and twelve feet tall. Mr. List suggested that the applicant confirm with Mr. Burke the type of tree that would be acceptable. Mr. Corsillo asked about the leech field and septic for the corner house and if it would be close to the newly planted trees. Mr. Hansen said they are working within the Town setbacks and that the Board of Health has approved the septic design. Mr. Penney asked if Mr. Burke has reviewed the application. Ms. Ashman -Collins stated that Mr. Burke has reviewed the application and drafted the decision letter with recommendation of approval of the scenic road permit. The Board agreed that the trees would be per the Town approved tree list of street trees.
