Town of Mansfield
Board of Selectmen
Minutes of December 16, 2009
Present:
Chairman Baldwin, Vice Chairman Moran, Clerk Jess Aptowitz, Selectman
Dentino, Selectman Sandra Levine, Nick Riccio, Interim Town Manager
Absent:
Fire Deptupdate
The fire dept. has been looking to apply for grants to fund staff and equipment.
Chief Boldrighini is looking for approval from the bos to apply for the grants as the grants
do require a certain level of funding from the town in the third year of the grant cycle.
Selectman Levine and Aptowitz have questions regarding funding of the grants in the third
year. Hopefully the town would be in a better financial situation by then but it is a gamble
to commit funding in these uncertain times.
Selectman Dentino stated that although he realizes the fire dept really needs at least one
more person to even out shifts, he cannot support adding personnel at this time. Perhaps
this grant opportunity will be available again next year and we can apply then.
Motion: To allow Chief Boldrighini to apply for grant for one firefighter. (Moran/Levine)
2:3 fails.
Airport Commission interview
Phil Finer, 100 Jewel St. Has been on commission for 22 years and would like to continue
his service.
Selectman Dentino asked Mr. Finer what projects the airport commission is working on.
. Purchase of unbuildable land on Fruit St that would enlarge the grass strip area.
. Runway and taxi areas are being worked on as well.
Selectman Dentino then asked Mr. Finer what he feels about the condition of the airport
and if he had any issues with maintenance at the airport facilities.
Mr. Finer responded that he is disappointed with the shape of the hanger buildings in
addition to the airport administration building. He further stated that he does not feel
the airport manager is keeping up with general maintenance of the facilities.
Boord of Selectmen Minutes of December 16, 2009
and that unfortunately there has been a communication breakdown between the airport
commission, the commissioners themselves and the airport manager. Maintenance of the
buildings and grounds has not been kept up as much as he would like. As Chairman this year
he would like to change that but has been unable to get the votes of the commission to do
so.
Chairman Baldwin requested to have the Airport Commission and airport manager in for
January 6'h to discuss these items of concern.
Selectman Dentino mentioned that he has been watching the hanger roofs rust for years
and realizes it is expensive to keep with everything. However, something needs to be done.
Mr. Finer stated that Commissioner Fiske proposed putting a rubberized coating on the
roofs to the airport manager but the manager said he didn't have the funds to do so.
The airport commission has a 10 year contract with Mr. Dinneen to run the airport
facilities and he stated that it has been difficult to get the commission together in
working with the manager to get things done.
Selectman Moran asked Mr. Finer what project he is most interesting is seeing get going.
He responded that converting the Bay Brook has been on his list for many years. It is
starting to pond and dam up onto the back property. Any fuel spills may leach into the
brook and then into the Canoe River if the issue is not addressed. Fortunately there
haven't been many accidents at the airport but they do have them and fuel could
contaminate the nearby water supply.
Selectman Aptowitz asked about any plans for runway or hanger space expansion.
Mr. Finer responded that there aren't any plans for runway expansion due to the
residential makeup of the area but that hanger space is still available.
Mr. Finer further stated that the airport commission has been fortunate to receive quite
a few grants to assist them with project expenses. They are also required to have an
engineer to update plans and projects every three years. The engineer also writes many of
the grants for the commission. They currently contract that service out.
Selectman Levine asked Mr. Finer if he had an engineering degree or was a registered
engineer anywhere in New England. She then asked if he had written money grants in the
past and if he had ever been involved in building an airport or part of one. The answer to
all three questions was no.
Selectman Levine also asked Mr. Finer if he had any safety concerns that haven't been
addressed at the airport. Mr. Finer stated yes, they have had roof and hanger door
damage that has or could potentially cause hazards.

In fact, Mr. Fiske was at the green hanger a few weeks ago during a particularly wind day
and a hanger door started to unhinge. Fortunately he was able to drive his car up next the
hanger to keep the door in place until it could be fixed.
She then asked if there were any Mansfield airport projects over the past twenty years
that he remembers as being notable. Mr. Finer stated the commission works hard every
year to provide for the airport and then named a few for which Mansfield has been a
leader.
Motion: To appoint Mr. McDonough to the Airport Commission: (Levine) 1:4 fails
Motion: To reappoint Mr. Finer. (Dentino/ Aptowitz) 4:1 passes (Levine nay)
Animal Welfare Committee interview
