Board of Selectmen
Minutes of December 2, 2009
Present:
Chairman Baldwin, Vice Chairman Moran, Clerk Jess Aptowitz, Selectman
Dentino, Selectman Sandra Levine, Nick Riccio, Interim Town Manager
Absent:
Housing Corporation interview
Danielle Fish, 18 Cooper Road. She is also the Chairman of the Housing Authority.
Ms. Fish would like to serve at the liaison between the Housing Authority and the Housing
Corporation Board of Directors as she is passionate about affordable housing in town.
Selectman Dentino is delighted that Ms. Fish and Mr. Gazzolo are interested in being on
this committee. They are both hard workers and have provided the community excellent
community service over the years.
Selectmen Aptowitz, Moran and Levine concur.
Andy Gazzolo, South St. He is also the Chairman of the FinComm and would like to
participate on the Housing Board of Directors.

Donation from Youth Lacrosse Program
Tom Navoni, President and Peter Stratton, Treasurer were present and donated $1000 to
the Park and Recreation Dept. for athletic fields maintenance.

Vehicle use policy
Chairman Baldwin would like the Board of Selectmen to review and vote on a vehicle use
policy this evening. However, Selectman Levine has a copy of the Norwood policy that she
wanted the board to review before making any decision.
The board decided to review the Norwood policy and vote on it next week. Selectman
Aptowitz would also like to resolve which positions will be allowed to keep town vehicles

and which will not. However, Selectman Moran would like to vote on a complete vehicle use
policy then address the issue of who uses cars or not. He further stated that they are
separate issues and deserve to be taken one at a time.
Q&C
Lou Amoruso. The Electric Light Commissioners have received a reply from the Attorney
General in regards to the claim brought against him by Karl Clemmey. Mr. Amoruso has
been cleared by their office. Clerk Aptowitz read the letter from the AG into the record.
Mr. Amoruso also stated that he will not be serving on the Housing Corp. as he previously
thought due to extenuating circumstances.

Selectman Dentino would like to see dept. payroll sheets attached to the payroll
warrants for review by Mondays prior to meetings. He is uncomfortable with voting
payroll with no back up attached.

Correspondence
. Email from MMAS requesting the clerk read the following community
announcement:
Tina Trudel and Dorothy Palanza have funded a $10,000 challenge grant. They will
match gifts made to MMAS made by December 31. Mansfield Residents can
support MMAS this holiday season and your gift will be matched by this grant.
Your gifts are tax-deductible and MMAS wants all to know that donations of stocks
are also accepted.
MMAS invites you to come by and visit the new Morini Gallery. There is a
wonderful art show of small works on display this month for the holidays.
The Black Box Theater has two holiday shows in production.

Town Manager Report
. Revenue projections and budgets are being reviewed by the tm and the town
accountant. Dept. heads are being asked to submit level funded and 5'7'0 reduction
budgets first week in January.
. IDC member just appointed by tm last week. They will convene a meeting in
January to reorganize.

. Reminder for board and committee renewals if members are interested in
reapplying.
Board of Selectmen old and new business
. Old business from Selectman Dentino: Would like update on ConComm complaints,
fees in addition to planning/site review costs.
Further questions in regards to Hercules litigation costs. Roberts and Roberts bills
for Sept/Oct. need to be reviewed.
. Old business from Selectman Levine: None
. Old business from Selectman Aptowitz: Light Commissioners meeting will be
combined with bos meeting on Monday, December 21".

. New business from Chairman Baldwin: Congrats to Mansfield High School Football
team for their Thanksgiving day win.
. New business from Selectman Aptowitz: Would like to have FinComm provide a one
year financial projection at the next meeting. He would also like to have Cable
Access Board in for a January meeting to discuss budget.
. New business from Selectman Dentino: None
. New business from Selectman Moran: Would like to know when ambulance
discussion will be. Chairman Baldwin stated it will be discussed on December 16th.
Update on Christmas parade. It was well attended and a great day.
. New business from Selectman Levine: Would like the board to review permit and
license fees in January for the coming year. The Board of Selectmen has not
reviewed license fees within the last ten years.
