Lettcr fi'om HealthCare Options, datcd November 12,2009, regarding 2010 Contract:
HealthCare Options has been level funded for the past 2 ycars. Operational costs have increased
by 2% and 3.5% in those past two years duc to increases in wages, benefits and supply costs.
HealthCare Options is requesting an increase for 4% for the July 1,2010 through June 30,
2011 fiscal year. The increase will be $877.00, incrcasing the contract from $21,919.00 to
$22,796.00.
Scott told the board each department has been asked to prepare a level-funded and a 5%
reduction budget. He said the increase for the HcalthCare Options contract has been
included in the 2011 budget.
Nancy Wall said the 4% increase is not that much considering the services the town receives.
Catherine Memory said HealthCare Options provide an essential service and she would hate
to lose any services the town presently gets.
Letter from DEP - Notice of Noncompliance & Return to Compliance Violation Summary
Report: Catherine read the letter from DEP, dated November 20,2009. Testing showed the
Town of Mansfield's public water system was in violation of the Monthly Maximum
Contaminant level for coliform bacteria for the month of July 2009. Scott told the board the
presence of the bacteria was probably due to the heavy rain in the summer and not because of
a problem with the system. Mansfield residents were notified through the newspapers and
the cable channel of the contamination. He told the board the testing is done every month at
well sites, public buildings, schools and different home sites.
4. Health Agent's Report
a. Seasonal Flu: The first seasonal flu clinic was held in October. The town probably will
not hold another clinic for the seasonal flu; the town only received part of the allotted doses.
b. HINI Flu: December 9th, 190 vaccines were given to the kindergarten students. The 1st and
2nd graders along with grades 3-5 will be done December 21, 2009 in a double clinic from 4 pm
to 8 pm. The junior high and high school students will be done during school hours. At this
time, vaccines are being given to the high risk groups only, as per the CDC guidelines. Scott
said there is still not enough vaccine to open the clinics to the general public. The town has
received $10.000 from Public Health Emergency Response (PHER) I & II. This money will
be used to pay the details for fire and police. Scott told the board this money will also be used
to help defray the cost of the disposal of sharps used in the clinics. Another twenty-thousand
dollars will also bc available through PHER III for any costs associated with the flu clinics.
c. HealthCare Options Increase Discussion: The contract has been level-funded for the past 2
years. Scott told the board thc town has not been charged additional money for the additional
clinics - normally the town would have I or 2 flu clinics, but becausc of the FUNI, 5-7 clinics
will bc required. Maureen Cardarelli, the Pubic Hcalth Nursc, has been going to many
homes to vaccinate anyone in the high risk groups who are unable to get out to the clinic
sites, in addition to her regular duties. Dr. Martin and Nancy Wall feel the increase in the
contract is a reasonable rcquest. Scott feels the increase is not a lot of money and with the
cuts in the BOH budget, the town should be able to support thc increase in the contract.
5. Old Business
Mike Healey asked about tobacco compliance checks - are they being done? He asked if, in
place of the compliance checks, the Board of Health could send information to the retail
establishments, as a friendly reminder, that compliance checks will be done at a future date.
Ground Breaking ceremonies at the Hatheway Patterson site; the clean-up by the EPA has
started. The project will continue into the summer of 20 I O. Thc soil will be tested to deter-
mine what can be remediated on-site and what needs to be taken off-site. The contaminated
soils will be removed off-site for disposal by freight cars.
