the hearing; hearing was not opened.
3. Communications
Nursing Reports for May, June and July.
4. Health Agent's Report
a. Food Establishment Licenses for National Corporations: National Corporations needing
to be permitted by the Town of Mansfield want the applications and permits sent to
corporate headquarters. Scott would like the forms and the permits sent directly to the local
establishments
MOTION: All licenses will be mailed directly to the local establishments rather than
the corporate offices.
Healey/Memory
Discussion: Dr. Ray Martin: due to economic cut backs in hours and man power at the
town level, sending the paperwork to the corporate offices is requiring the town to expend
more man hours to the benefit of the permit holder.
Michael Healey: local management might not be aware of when the permit expires - by
sending directly to the representative, they are aware of the permitting process.
Catherine Memory: Catherine strongly supports sending the forms and permit locally,
placing the responsibility directly on the local management.
Motion passed 4-0.
b. Mercury Recovery Program: Residents received information in their electric bill this
summer regarding the proper disposal of mercury products. Mansfield was reimbursed
$500.00 by Wheelabrator.
c. The Emergency Preparedness Coalition will have a call down drill for the emergency
dispensing site. Scott asked the board if they wanted to be contacted at home or work and
asked how soon they could respond. About 25 to 30 calls would be made.
d. Flu Clinics including HI NI: Information from a teleconference dated August 18,2009.
State has received $2.4 million for medications, vaccinations and personal protective
equipment such as masks.
The seasonal flu vaccine should arrive mid to late October. The state has purchased 10%
more vaccine this year; efforts to administer the seasonal vaccine will be intensified to
vaccinate as many people as possible prior to the HI N 1 vaccine being administered, in case
the seasonal vaccine might serve as a buffer to the HINI flu.
The state hopes to have HINI vaccine by October, but realistically, probably won't arrive
until late November, early December. The administration of the HINI vaccine will be
regulated federally.
Priority groups will be pregnant women, home health contacts/caregivers of infants
younger than 6 months old, health care providers and emergency medical services, persons
6 months to 24 years old (the portion of the population most effected by HINI) and high
risk persons 25-64 years old. When priority groups are done, when more vaccine becomes
available, the vaccine will be offered to not-at-risk people.
The coalition will receive Public Health Emergency Response money. The Bristol
coalition will receive $300,000; money will be used for staffing the extra clinics needed
and the disposal of medical waste. The vaccine will come with syringes, wipes and sharps
containers.
Scott would prefer the money come directly to the towns involved to pay for the expenses.
He thinks each town would get approximately $12,000. Another way to disperse the
money would be for the coalition to pay all the bills for the towns and the host agent would
get approximately 15% of the $300,000 for this service.
All communications from Scott will be web based. DPH will be responsible for hiring a
clinician specifically to educate the public about HI N 1.
The board was shown a draft of a letter to be sent to the Board of Selectmen outlining ways
to prevent the spread of the flu and to encourage people to stay home while sick.
MOTION: To send a letter to the Board of Selectmen to adopt these policies for the town.
Healey/Wall Passed 4-0
5. Old Business
Mosquito season: Mild mosquito season; not a lot of West Nile Virus or EEE. Scott told
the board there have been moderate warnings in the Easton, Bridgewater and Raynham area
for encephalitis (EEE). Testing for West Nile Virus was not done this year.
6. Adjournment
MOTION: To Adjourn at 7:25
