Dear MEPA Analyst:
I am pleased to submit to you tw` Environmental Notification Forms (ENF),. _ The first is for a water main
extension connecting to Bird Road in Mansfield. The second is for a common driveway crossing on Bird
Road in Mansfield. Since the two projects are located on the same parcel, we were unsure how MEPA
would like to proceed with its permitting process. We offer the possibility of lumping the two projects
together for one permit, or, alternatively, separating the two projects and evaluating them on an individual
basis.
The signed original and one photocopy of the ENF with Schedules 2, 3 and I I and the color USGS map is
included with each submittal. One additional photocopy of the first two pages of the ENE is also
included. As required, one copy of each ENF has also been distributed to each required agency and
reviewer. The distribution list is attached.
A legal notice for each ENE filing will be published in the Mansfield News this week. A copy of each
notice is attached, and a cut-out from the newspaper will be mailed to you upon request.
If you have any questions, or if any information is lacking, please do not hesitate to contact us at the
Natick office.
Sincerely,

Description of the Project and its alternatives (attached additional pages if necessary)
This project consists of a common driveway that will serve two single family houses. The common
driveway will fill 843 ftZ of Bordering Vegetated Wetland (BVW).
This is a limited project in that wetlands must be crossed on order to access the upland portion of the
site. The narrowest point of the BVW was crossed so as to have the least environmental impact.
7/98 This is an important notice. Comment period is limited. For information call 617-727-5830.

Schedule 2 -- Rare Species (attach additional pages if necessary)
Description and assessment of the Project's impacts on rare species, including (as applicable):
A. alteration of "significant habitat" designated by the Natural Heritage and Endangered
Species Program in accordance with General Laws Chapter 131A
B. taking of an endangered or threatened species or species of special concern
C. alteration of a Priority Site of Rare Species Habitat and Exemplary Natural
Communities alteration of Estimated Habitat of Rare Wildlife or a Certified Vernal Pool
A. No Mystic Valley amphipods or spotted turtles have been observed in the BVW abutting the
driveway crossing. Two vernal pools exist on -site, one on each side of the driveway. However, the
driveway will not alter these potential spotted turtle habitats. The culvert will provide a migration path
for the spotted turtle.
C. The two on -site vernal pools will be avoided with the driveway crossing.
2. Description and assessment of the Project's other impacts on rare species:
Mystic Valley amphipods habitat is not presumed to be altered be the construction of two single family
houses. Amphipod habitat is limited to a wetland at the rear of the site that contains flowing water for
some of the year. The location chosen for the driveway crossing is a relatively "dry" wetland that lacks
a standing water component.
The spotted turtle may use the surrounding wetlands and upland. The turtle's habitat should only be
slightly altered by the construction of two single family houses. Some migratory habitat will be
converted to lawn, but turtles will still have the ability to cross the area.
Description and analysis of alternative plans or designs for the Project or aspects thereof that
would avoid or minimize impacts on rare species:
The proposed plan avoids the vernal pools and utilizes the narrowest piece of BVW for a crossing site.
Additionally, there is a previously existing cart path at this crossing location, so it is already disturbed.
The project as proposed offers the most minimal impacts to rare species habitat.
Description and assessment of proposed measures that would mitigate impacts on rare species:
The careful siting of the driveway helps to mitigate impacts on rare species. Also, signs will be placed
around the on -site vernal pools that identify them as "Environmentally Sensitive Areas."
7/98
Schedule 3 -- Wetlands, Waterways and Tidelands (attach additional pages if necessary)
Description and assessment of the Project's impacts on wetlands, waterways and tidelands,
including (as applicable):
A. alteration of any resource area subject to protection under the Wetlands Protection Act
B. alteration of any other wetlands protected under Federal or State law
C. alteration of a wetland resource area requiring a variance under the Wetlands Protection Act
D. construction or alteration of a dam
E. non -water dependent use of or structure in waterways or tidelands
F. fill or structure in a velocity zone or regulatory floodway
G. roadway, bridge or utility line to a barrier beach
H. dredging or disposal of dredged material
I. solid fill, pile -supported or bottom -anchored structure in flowed tidelands or other waterways
A. 843ft2 of B V W will be filled during the construction of a common driveway. At this location, there
is a vernal pool on either side of the proposed crossing and the crossing will not be altering either vernal
pool. Also, there are no streams at this location, merely a dug ditch that is about 1.5 feet wide and 1 foot
deep.
2. Description and assessment of the Project's other impacts on wetlands, waterways and
tidelands:
No long term adverse effects are expected on wetlands due to the proposed driveway crossing since
100% BV W replication is part of the project.
Description and analysis of alternative plans or designs for the Project or aspects thereof that
would avoid or minimize impacts on wetlands, waterways and tidelands:
The most narrow crossing location was chosen.
The chosen location avoids on -site vernal pools.
4. Description and assessment of proposed measures that would mitigate impacts on wetlands,
waterways and tidelands:
Complete erosion control will be utilized during construction.
100% BV W replication of proposed.
7/98
Schedule 11 -- Areas of Critical Environmental Concern (attach additional pages if necessary)
Description and assessment of the Project's impacts on environmental resources or quality or
infrastructure facilities and services within an Area of Critical Environmental Concern that are
conceptually or physically related to the subject matter of any Permit required for the Project:
The driveway crossing requires a small amount of wetland crossing in order to access the upland portion
of the site. No significant alteration of environmental resources or quality is expected. The driveway
will allow for the construction of two single family houses.
2. Description and assessment of the Project's other impacts on environmental resources or quality
or infrastructure facilities and services within an Area of Critical Environmental Concern:
None known.
Description and analysis of alternative plans or designs for the Project or aspects thereof that
would avoid or minimize impacts on environmental resources or quality or infrastructure
facilities and services within an Area of Critical Environmental Concern:
The design plan requires the minimal amount of wetland crossing in order to access the on -site uplands.
Any alternative will require larger BVW alteration and possible vernal pool filling.
Description and assessment of proposed measures that would mitigate impacts on
environmental resources or quality or infrastructure facilities and services within an Area of
Critical Environmental Concern:
Complete erosion control will be utilized during construction.
100% BVW replication of proposed.
